JOB DESCRIPTION

POSITION : Coordinator of Preschool Programs

LOCATION : Curriculum, Instruction and Accountability

SALARY : Administrator Salary Schedule

TERM OF EMPLOYMENT : 12 Months

REPORTS TO : Assistant Superintendent of Exceptional Children

QUALIFICATIONS AND ATTRIBUTES :

Bachelor's degree from an accredited college / university and at least five years of experience working in the area of early childhood education.

Masters or advanced degrees viewed as a strength.

  • Currently hold (or ability to obtain) a North Carolina Professional Educator’s License in the area of School Administration or Exceptional Children Program Administration.
  • Strong working knowledge of IDEA laws / regulations and the NC Policies Governing Services for Students with Disabilities.
  • Knowledge related to the various types of early childhood environments and basic characteristics and policies associated with each type (e.

g. public school blended, separate settings, community childcare, NC Pre-K, Head Start, etc.).

  • Knowledge of child development, developmentally appropriate practices, and rules / regulations applicable to licensed childcare facilities in the state of North Carolina.
  • Strong oral and written communication skills that support building and sustaining positive relationships with itinerant teachers, preschool teachers, preschool assessment team members, families, community partners, and childcare providers / administrators.

DUTIES AND RESPONSIBILITIES :

  • Provide direct supervision to centrally-based preschool staff by engaging in required observation and evaluation activities to monitor ongoing professional development in accordance with NCEES (North Carolina Educator Effectiveness System) requirements.
  • Ensure compliance with all EC policies and procedures related to the referral, evaluation, identification, and special education service delivery for preschool students with disabilities.
  • Lead and support to the district’s Transdisciplinary Play-Based Assessment Team and SEFEL Leadership Team as needed to ensure implementation fidelity for these best-practice initiatives.
  • Ensure that the district has the capacity to serve all preschool students with disabilities in their Least Restrictive Environment, including planning for and operating an appropriate number of preschool programs to meet the district’s needs, and developing contracts and continuing cooperative agreements with public agencies and community partners.
  • Serve as the licensed administrator for DCDEE licensed programs and oversee classroom compliance regarding licensing and sanitation rules / regulations for all programs licensed by the Division of Child Development and Early Education (DCDEE).
  • Collaborate with the Partnership for Children and engage in activities required to promote the ongoing implementation of NC Pre-K in JCPS preschool classrooms (e.

g. completing site applications to request NC Pre-K slots and completing site monitoring to ensure compliance with NC Pre-K guidelines).

Seek out and secure funding for preschool programming through the implementation of NC Pre-K, Fee for Service preschool, and application-based funding (e.

g. Developmental Day, Risk Pool, and Special State Reserve funding).

  • Collaborate with the EC Director to ensure EC funds are used to support preschool programs in accordance with required policies.
  • Complete the Preschool grant to secure IDEA funding.
  • Establish and maintain positive rapport and working relationships with community agencies (e.g. Head Start, NC Pre-K, LICC) and local child care providers.
  • Provide training, on-going support to preschool staff regarding EC processes (i.e. referral, IEP development, reevaluation requests) and appropriate instructional practices.
  • Collaborate with EC Program Staff in order to remain up-to-date on changing policies and procedures, and relay information vital to the on-going success of both programs.
  • Attend professional development and training events in to receive new information regarding procedural changes in preschool programming.
  • Support preschool teachers and school staff in implementing transition practices that promote a successful transition between preschool and Kindergarten enrollment.
  • Communicate with parents and families regarding preschool processes and / or presented concerns.
  • Use a variety of word-processing and data-collection programs to adequately and accurately relay information to district administrators, the NC Department of Public Instruction, the NC Early Learning Network, and preschool program staff.

PHYSICAL REQUIREMENTS :

Must be able to physically perform the basic life operational functions of grasping, kneeling, sitting, walking, stooping, reaching, lifting, pushing, pulling, talking, seeing, hearing, and repetitive motion.

SPECIAL REQUIREMENTS :

  • Must possess a valid North Carolina driver’s license.
  • Must maintain confidentiality of student information and records.
  • Strong interpersonal relationships with students, staff, and parents.
