Director, Administrative Operations
The UHealth system at the University of Miami has an exciting opportunity for a Director, Administrative Operations in the Florida Cancer Data System at the Sylvester Comprehensive Cancer Center. The Director, Administrative Operations directs and oversees various administrative functions, including clerical services, office space, equipment and supplies, vendor management, and / or other support services. Manages functions through managers and supervisors. Tracks and ensures compliance with capital and operating budgets. Manages a departmental sub-function within a broader departmental function.
Core Job Functions :
- Directs the administrative and financial support of the department.
- Provides long-term strategic planning, overseeing of daily operations, delegating tasks to staff and manages personnel.
- Plans and coordinates the duties of staff in addition to analyzes complex administrative concerns.
- Provides advice and development and recommendation of administration policy.
- Serves as principal liaison and representative for personnel and financial matters.
- Represents the assigned department in committees and meetings.
- Manages administrative budgets and negotiates contracts and agreements with vendors.
- Implements department human resources actions, which may include hiring, terminations, salary etc.
- Recruits, trains and prepares performance reports for staff.
- Prepares both internal and external reports for departmental use.
- Maintains corporate relationships and monitors operating expenses.
- Liaises with HR and other departments.
- Establishes and continuously assesses the effectiveness of the internal controls within the unit and compliance with University policies and procedures. Ensures employees are trained on controls within the function and on University policy and procedures.

The Administrative Director is responsible for all administrative aspects of the Florida Cancer Data System, the Statewide, population-based cancer registry (personnel and expenditure control).Duties and Responsibilities :
Collaborates closely with the Deputy Director to coordinate cross-departmental activities and maintain organizational efficiencyProvides direct support to the Deputy Director by overseeing administrative processes, staff coordination, and project follow-through.Executes, coordinates, and supports implementation under the Deputy Director's guidanceWorks with the Deputy Director to develop and monitor $3.8 million annual budget from the State of Florida Department of Health (DOH). The Director is responsible for expenditure control of annual operating budget. Direct supervision of five Administrative / Professional staff and functional supervision of twenty other staff and six consultants.Represent FCDS as the technical and administrative liaison to :State of Florida Department of Health (DOH)Centers for Disease Control and Prevention (CDC)North American Association of Central Cancer Registries (NAACCR)National Childhood Cancer Registry (NCCR)Florida Environmental Public Health Tracking Network (EPHT)Other health professionals such as Governor's Cancer Control Research Advisory Board, Breast and Cervical Administrative Steering Committee and other boards and coalitions.Analyze statewide incidence data and prepare data for release and publication.Ensure all DOH and CDC contract deliverables are met in accordance with the required timeline.Specific activities relating to project management, data gathering, quality control and data utilization as required by CDC and DOH contract.Develop programs and procedures for DOH and the CDC to assist with cancer control and surveillance activities in the State of Florida through the annual operating contract.Designing data dissemination activities to address public health policy issues using FCDS, Vital Statistics, Discharge and Census databases.Coordinate CDC data dissemination objectives incorporating cancer data from FCDS with GIS data.Designing data dissemination activities to address public health policy issues using FCDS, Vital Statistics, Discharge and Census databases.Responsible for enhancing quality control activities as dictated by DOH and CDC.Expand data utilization as dictated by DOH and CDC which include :National data submission of Florida data.Set up data utilization forums around the state and nation to inform researchers of the availability and potential of the database.Enhance cancer surveillance programs using FCDS data.Ad-hoc pilot projects as directed by Florida DOH, CDC, or the state cancer advisory council.Assume senior leadership role in cancer registration in Florida and the Nation by being a member of or chairing committees (e.g., NAACCR).Responsible for the design, implementation and maintenance of data integration methodology, algorithms and software which allows for collection and augmentation of cancer patient information (treatment and vital statistics) with data from :HospitalsRadiation Treatment FacilitiesThe Agency for Health Care AdministrationBureau of Vital Statistics mortality dataThe National Death IndexPediatric registriesPhysician Office Electronic ClaimsPathology LaboratoriesFlorida Association of Pediatric Tumor Program (FAPTP)Maintains and updates the ORACLE database to ensure it aligns with current requirements and implemented technology. Review and revise over 500 different software programs with FCDS staff. Design software to expand data release and web applications as needed.Design, implement and maintain 'Passive End Results' system for the statewide registry. Design computer system and operational aspects for passively following 1,700,000 cancer cases annually until death.Responsible for the design and implementation of the FCDS computer systems and software.Responsible for analytical activities performed by FCDS staff. Teach statistical software packages to staff.Tasked in advancing quality control initiatives in accordance with guidelines established by the Department of Health and the CDC.Write grant proposals for FCDS, health professionals, the Department of Health, and others statewide and nationwide.Responsible for administrative data presentation routinely and on an ad hoc basis for groups of ten to over three hundred.Oversee Florida Cancer Data System activities to meet DOH, CDC, and NAACCR contract and fiscal requirements.Perform statistical analysis (routine and ad-hoc reports).Planning local, statewide, and national conferences as required.Responsible for the maintenance of data visualization projects and platforms.Responsible for the maintenance of geocoding cancer data and the management of geocoding quality.Other duties as assigned.Department Specific Qualifications :
Education : BA / BS degree in Statistics, MIS, Public Health, Epidemiology, Health Geography, Biology, or other related field required.Certification and Licensing : Preferred Oncology Data Specialists (ODS) certification.Experience : More than fifteen years of effective work-related experience in upper management within a large statewide, computerized, population-based central cancer registry, including in-depth knowledge of statistical packages, geographic information systems, database applications, preferably ORACLE, Microsoft 365 application, including Word, Excel, PowerPoint, Outlook, and Teams. Experience in gathering and merging cancer information from multiple sources, statistical analysis, database design, and fiscal administration. Experience working / serving with organizational leadership, Board of Directors, and / or Steering Committees (e.g., NAACCR).
