Job Summary : Reporting to the Finance Director, this hybrid role will manage all aspects of accounts payable, including invoice processing, payment runs, dormant accounts and vendor communications. This position will ensure compliance with accounting standards, and lead payroll processing. The Accounting and Payroll Manager is also responsible for running month-end closing procedures, managing accruals, responding to internal and external audit requests, and processing the annual 1099 filings. This position plays a vital role in maintaining accuracy, efficiency and financial integrity.

Principal Duties and Responsibilities
- Oversee general ledger activity and ensure a timely and accurate close to the monthly books including reconciliations for all investment and bank accounts.
- Vendor setup and maintenance. Ensures the security and maintenance of current W-9s for all vendors; obtain OMB guidance verification and / or certification when necessary.
- Research, review, code and process invoices and check requests in accordance with DRI policies and procedures.
- Create accounts payable batches and ensure DRI financial obligations are met in a timely manner.
- Issue accounts payables checks, secure appropriate signatures, and mail checks.
- Maintain and review dormant accounts.
- Reconcile vendor statements, research any outstanding balances and correct discrepancies.
- Maintain AP records in accordance with company policy and generally accepted accounting practices.
- Conduct monthly balance sheet reconciliations, identifying and resolving discrepancies promptly.
- Prepare and review journal entries, accruals, and adjustments as needed.
- Maintain and monitor study participant Clincard payment card records and requests.
- Prepare annual 1099 information for 3rd party vendors and submit on time.
- Support internal and external audits by preparing and providing necessary documentation and responding to audit inquiries.
- Develop and maintain strong relationships with vendors and VA employees, ensuring streamlined communication and prompt resolution of any issues.
- Collect, sort, and distribute incoming mail.
- Maintain familiarity with OMB guidelines applicable to job responsibilities.
- Ensure GAAP compliance, proper classification, and recording of all financial transactions.
- Respond to all phone and email inquiries.
- Identify opportunities for process improvements and efficiencies within the accounting function.
- Processes timely and accurate bi-weekly payroll with the Finance Director, including verifying each timesheet for the appropriate funding source.
- Train timesheet approvers to know how and when to approve timesheets.
- Assists Finance Director in ad-hoc projects as needed

Degree in Accounting or Finance.Minimum of 7 years of accounting experience.Demonstrated experience may substitute for the education on a year for year basis.Supervisory Responsibility : This is a non-supervisory position.
Travel : Possible local travel and opportunity distant travel for training or career opportunities as determined by the Executive Director.

Compensation and Benefits : The salary range for this position is $75,000 - $80,000.
