Controller
Under the general direction of the CFO, the Controller assists in accomplishing the financial and compliance activities of the La Familia Medical Center (LFMC); supervises the Accounting Department staff; provides financial information to management and external agencies by researching and analyzing accounting data, processing financial transactions, and generating financial reports. Performs a broad scope of professional accounting activities requiring experienced, professional knowledge and application of accounting principles and practices in accordance with federal, state, and local law and regulations, Generally Accepted Accounting Principles (GAAP), applicable grant terms and conditions, other contractual obligations, and Governing Board-approved financial policies of LFMC.
Essential Responsibilities
- Provides management with financial information by researching and analyzing accounts; prepares accrual-based financial statements including comparisons of operating results to budget and other key performance indicators such as productivity, selected financial metrics and other projections and comparisons, as needed;
- Prepares monthly budget comparison reports for department directors / managers and assists in actual to budget analysis and program expense planning;
- Performs month-end and year-end close activities including preparing and reviewing journal entries and reconciliations;
- Performs cost analysis reports and analyzes variances;
- Participates in strategic and operational planning coordinating with department managers in developing details to meet program goals and objectives;
- Maintains and manages expense contract files for vendors / services providers ensuring records are up-to-date, contracts are current and renewed timely, invoiced according to contract specifications and deliverables are met as outlined in contracts prior to payment for services;
- Ensures effective performance and compliance processes are in place and followed within the areas of oversight as outlined in this position description, notifying the CFO of any concerns or potential shortfalls in compliance or potential risks;
- Ensures all balance sheet account and bank reconciliations are prepared and reviewed regularly;
- Recommends new processes and improvements in accounting procedures to improve financial efficiency;
- Assists in preparation of the annual organization-wide operating budget and subsidiary budgets, including goal development support for clinic sites, departments, programs, projects, and other needs, as well as cash and other financial forecasts;
- Implements appropriate cost controls for all clinics and department in consultation with Directors and Manager, and subject to approval by the CFO;
- Maintains the chart of accounts and general ledger, recommends changes to the account structures, and other information necessary to maintain the integrity and consistency of the general ledger and supporting detail records;
- Complies and analyzes data and prepares summary status reports utilizing the fund accounting system, electronic medical records, spreadsheets, graphs and word processing programs;
- Assists the CFO in ensuring accuracy of source date used in the preparation of financial reports to the CFO, and periodically tests source data accuracy as a quality control check;
- Generally responsible for cash management processes, including the deposits and general ledger posting all cash receipts;
- Oversees the annual audit process to ensure timely provision of worksheets, accounting and operational details, and other information needed to facilitate a timely and accurate audit report to the Audit Committee and LFMC Board of Directors for acceptance and approval;
- Assists the CFO with the annual Medicare Cost Report information for the auditors for timely completion of the Medicare Cost Report and IRS information return Form 990;
- Supervises the payroll specialist and manages payroll processing and other payroll related functions in the Accounting Department;
- Authorizes procurement process through verification of authorized purchase per funding contracts and LFMC policies and procedures, and other relevant regulatory contracting terms and conditions;
General and Supervisory
Maintains current knowledge of policies and requirements relating to the financial management of Federally Qualified Community Health Centers;Maintains professional and technical knowledge by participating in continuing education or seminars related to job responsibilities;Performs other duties as assigned by the CFO;Conducts him or herself and supervises staff with integrity and professionalism consistent with Workplace Laws, LFMC policy, and the expectations of LFMC leadership. Coordinates with other departments, works effectively with peers, and contributes to management objectives.Leads employees to meet LFMC's performance and continuous quality improvement expectations. With the assistance of Human Resources as necessary, provides effective performance feedback through recognition and corrective or disciplinary action.Directly supervises the senior accountant, accounts payable specialist, and payroll specialist; oversees employee duties and work schedules, including staff leave and department specific training needs. Responds promptly to performance issues. When applicable, assesses and documents staff competencies and addresses deficiencies through appropriate training.Appropriately communicates organization information through department meetings, one-on-one meetings, and appropriate email, and regular interpersonal communication. Informs employees of new policies and procedure changes. Ensures that employees comply with policies, laws and regulations.Maintains professional and technical knowledge by participating and completing LFMC training and external educational opportunities. Stays informed of policy, compliance and legal expectations affecting department.Education, Experience and Skills / Training
Bachelor's degree in finance or accounting from an accredited college or business administration or management with a minimum of ten (10) years job related experience, required;Recent health care accounting experience in the Federally Qualified Health Center environment highly preferred;Experience in governmental or not-for-profit organizations also highly preferred;CPR Certification required.Fluent in English.Leave Benefits
