Job description

Construction Project Manager

Coordinate, plan, direct and supervise the construction work group and other staff responsible for permitting, inspecting and managing construction of public improvement and capital improvement projects.

Plans, directs, and monitors right-of-way and franchise utility permitting, and construction project management including : responsible inspection and documentation of construction activities; adherence to construction requirements; provision and documentation of quality control testing; responsible communication with the public, City staff and departments; measurement and payment for contract work; coordination of change order discussions between contractor and the City and record keeping of record drawings.

Develops, implements and monitors work plans, processes and procedures to achieve work group objectives and performance measures. Evaluates effectiveness of services and programs and recommends improvement and modifications. Forecasts and plans for short- and long-range program area needs.

Directs staff in the issuance of permits for public improvements by private contractors and subsequent field verification of installations prior to acceptance by the City. Directs staff in the issuance of permits for franchise utility installations within the right-of-way and subsequent field verification of installations.

Effectively supervises assigned staff. Performs personnel duties such as selection, coaching / mentoring, training, employee / labor relations, evaluate performance, succession planning, discipline, and termination. Creates and maintains an effective work environment by communicating goals and expectations for staff performance, counseling employees as appropriate, and supporting employee engagement efforts.

Implements the requirements of the Oregon Department of Transportation certified Local Public Agency program. Maintains certifications required for inspection of federally funded programs implemented through the Local Public Agency Certification program.

Reads plans, specifications, engineering drawings and interprets maps. Develops and implements operational programs and procedures. Participates in periodic review of City engineering standards, specifications, guides and manuals. Provides technical advice and recommendations to update City master plans and the Land Development Code.

Maintains knowledgebase to communicate, administer and ensure compliance with applicable State and federal programs and regulations including the Manual on Uniform Traffic Control Devices, the Occupational Safety and Health Act, the Americans with Disabilities Act and other applicable rules and laws. Researches regulatory changes and formulates strategies for compliance.

Maintains training and expertise in National Incident Management System. Participates in emergency management operations. Mobilizes staff and resources to address emergency response efforts.

Responds to emergency calls during business hours and after hours and coordinates emergency response activities. Performs as the on-call supervisor on a rotating basis for after-hours response to customer needs and emergencies. When performing the on-call supervisor duty rotation, must respond to calls via phone within 10 minutes. If an emergency, or potential emergency, situation requires it, may be placed on-call and expected to respond on site within 60 minutes.

Acts ethically and honestly; apply ethical standards of behavior to daily work activities and interactions. Builds confidence in the City through own actions.

Performs work in accordance with Administrative and Council Policies, as well as Municipal Code sections applicable to the position.

Develops, manages, and monitors the budget for the assigned budget area. Establishes and monitors appropriate department financial measures. Interprets and uses financial data to make informed business decisions.

Effectively promotes and supervises a safe work environment. Complies with all safety rules and performs work in a safe manner. Ensures staff maintains a safe working environment in compliance with federal, State, and City health and safety guidelines and regulations.

Represents the City of Corvallis by responding to the public, community members, its employees, and others in a prompt, professional, and courteous manner. Regards everyone, internal and external, as a customer and deliver the best service possible in a respectful and patient manner.

Maintains effective work relationships. Adheres to all City and Department policies.

Arrives to work, meetings and other work-related functions on time and maintain regular job attendance.

Operates and drives a motor vehicle and / or truck safely and legally.

Education and Experience : High school diploma or equivalent and seven years of experience in project management and inspection. OR Associate degree from an accredited college or university in civil engineering or other closely related field and five years of experience in project management and inspection. At least three years of work experience in an increasingly responsible leadership capacity. Experience working in the public sector or a government agency preferred.

Knowledge, Skills, and Abilities : Knowledge of civil engineering concepts and design principles as well as construction practices, materials, and techniques. Ability to understand, apply, and explain the applicable portions of the Land Development Code, State and City engineering standards, specifications, and guidelines. Strong leadership, communication and organizational skills. Ability to plan, assign and supervise the work of subordinates to accomplish goals and objectives. Strong written and oral communication skills; ability to prepare and present comprehensive written and oral reports on technical and complex issues to non-technical audiences. Ability to foster and promote collaboration and teamwork from a variety of individuals and groups who may have differing, or opposing, interests or agendas. This involves a high level of coordination and collaboration with other City workgroups, departments and private design professionals. Ability to work under time constraints, manage evolving situations and conflicting priorities, perform multiple tasks effectively, evaluate and motivate staff to maximize organizational efficiency and effectiveness. Ability to develop and monitor safe practices and manage hazards in accordance with best practices. Ability to manage complex project funding sources and budgets. Ability to get along well with coworkers and maintain working relationships, including effective labor relations.

Special Requirements : Possession of or ability to obtain within one year of appointment : Certified Erosion and Sediment Control Lead Oregon CESCL Program, General Construction Inspector - ODOT, Asphalt Concrete Pavement Inspector - ODOT, Environmental Construction Inspector - ODOT, ADA Curb Ramp Inspector ODOT, Traffic Signal Inspector ODOT, Flagger Certification - ODOT. Ability to collect drinking water samples according to City policies, procedures and obtain NELAC accreditation within one year of appointment. Possession of or ability to obtain and maintain a valid Oregon driver's license. Occasional travel includes local and regional meetings.
