Performs highly complex benefits and leave program administration work specializing in military leave ensuring compliance with the Uniformed Services Employment and Reemployment Rights Act (USERRA), and state and federal statutes. Responds to general questions from Department employees, human resources personnel, and management; interacting with the Employees Retirement System of Texas, Office of the Attorney General (OAG), the Texas Comptroller of Public Accounts (CPA), and other entities on behalf of Department employees; and maintaining human resources systems. Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor.
- Conducts leave report audits daily, monthly, quarterly, and annually to ensure accuracy of leave requests from PeopleSoft and other sources taking the appropriate action to resolve any discrepancies.
- Provides guidance to military employees and supervisors regarding military leave policies and procedures and responds to military leave requests.
- Runs and distributes monthly reports for military Time Reporting Code, veterans leave, and military employees' leave without pay.
- Submits military employee's timesheets and coordinates payroll adjustments with the Financial Management Division.
- Provides guidance to department management and employees regarding policies and procedures for special leave programs (Extended Sick Leave, Family Leave Pool and Sick Leave Pool) including Family Medical Leave Act (FMLA).
- Participates in the review and revision of Department HR policies and procedures pertaining to military leave ensuring compliance with federal and state requirements and Extended Sick Leave, Sick Leave Pool, Sick Leave Donation and Family Leave Pool Program as outlined by the Texas Government Code and Texas Administrative Code providing written recommendations to management.
- Consults and collaborate with management, HR Staff, and governmental agencies regarding interpretation of rules and laws to ensure program compliance with state, federal laws and regulations as it relates to Special Leave Programs and Family Medical Leave Act (FMLA).
- Assists in reviewing and analyzing proposed state regulations and legislation related to benefits and leave.
- Researches, analyzes, and resolves human resources issues; and provides solutions for assigned benefits and leave program areas and makes recommendations to HRD leadership.
- Represents the Department at job and benefits fairs and internal and external committees.
- Maintains and updates HR Programs Section job aids, presentations, and other educational and informational materials on a quarterly basis or in coordination with policy, procedure, or system changes; monitors Internet / Intranet content to include hyperlink testing and coordinates the publication of updates as required.
- Develops and conducts benefits and leave training for other HR staff and other department personnel as required.
- Serves as subject matter expert for benefits and leave related programs, policies, and procedures to other human resources professionals.
- Assists with planning and developing benefit and leave programs, which have department impact, and determining and implementing effective communication strategies.
- Consult with appropriate PeopleSoft HCM technical support vendor regarding technical issues or challenges as it relates to benefits & leave.
- Reviews and reconciles insurance and leave files; coordinates corrections with external and internal contacts.
- Assists in the maintenance of various human resources automated systems to include but not limited to assisting in identifying system enhancements and validating and testing system functionality.
- Participates in the development and maintenance of benefits and leave information, to include standard operating procedures; coordinating the publication of information; and conducting benefits and leave information sessions designed for Department employees and human resources personnel
- Attends work in accordance with established schedule.
- Attends miscellaneous meetings, to include meetings with customers, upon request.
- Completes mandatory training with established timeframe

Performs other duties as assigned, including providing employment verifications, and collecting and distributing mail in accordance with security and confidentiality procedures, etc.Manages and maintains military- related documentation and records.3 years of experience in human resources, benefits and / or leave, or related experience. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis.
Preferred : some PeopleSoft and military leave experience. (Experience can be satisfied by full time or prorated part time equivalent).
Licenses and Certifications :
Valid driver's license. This position requires driving a state vehicle.
