The Recording Technician I – Marriage/Civil Union Licenses & Passports is a frontline customer service role within the Clerk and Recorder’s Office. This position is responsible for issuing marriage and civil union licenses, recording official documents, and accepting passport applications in compliance with state and federal regulations. Work includes reviewing documents for accuracy, verifying applicant eligibility, capturing passport photos, processing payments, and maintaining accurate records.

Serving as a trusted representative of the Clerk and Recorder’s Office, the Recording Technician I - Marriage/Civil Union License & Passport provides clear information to citizens, ensures compliance with statutory requirements, and safeguards sensitive personal and legal data. The role requires attention to detail, professional customer service, and the ability to work in a high-volume environment with accuracy and integrity.

Generally, the hiring range is $45,760-$49,601 annually.Qualifications, education and experience as it relates to the position will be taken into consideration when determining hiring salary.

ESSENTIAL DUTIES AND RESPONSIBILITIES:(The following examples are illustrative only and are not intended to be all inclusive.)

Marriage and Civil Union Licensing:

• Reviews, processes, and issues marriage and civil union licenses in accordance with Colorado statutes.
• Records and maintains official marriage and civil union license records, ensuring accuracy and compliance with state law and office procedures.
• Monitors the execution of all related forms and documents in compliance with best practices, statutes, and office policies.
• Performs records research and assists citizens in locating and accessing official marriage and civil union license records.
  

Passport Processing:

• Reviews and accepts passport applications as an authorized Passport Acceptance Agent in compliance with Department of State regulations.
• Verifies applicant identification, documentation, and eligibility for passport issuance.
• Captures and produces passport photos using specialized equipment.
• Completes the secure mailing and tracking of passport envelopes to designated processing centers.
  

Customer Service and General Support:

• Provides clear instructions to applicants regarding requirements, timelines, and next steps.
• Collects and processes fees, balances daily transactions, and maintains accurate accounting records.
• Responds to inquiries regarding office procedures, requirements, and services, delivering professional and courteous customer service.
• Performs clerical work including data entry, scanning, indexing, and filing.
• Maintains confidentiality of sensitive information in accordance with laws and office policies.
• Supports team members, Lead Technicians, and Managers in daily operations.
• Lives out the competencies outlined in the Vision, Mission, and Core Values of the Clerk and Recorder’s Office, fostering teamwork and a supportive work environment.
• Performs other duties as assigned in support of business operations, statutory compliance, and department needs.
• All Clerk & Recorder employees may be required to work in the Elections Division in any capacity necessary during election cycles.

MINIMUM QUALIFICATIONS:

EDUCATION and/or EXPERIENCE:

• High school diploma or GED equivalent required.
• One (1) year of customer service or clerical experience preferred, with direct public contact experience desirable.
• Experience handling cash or processing payments preferred.
• A combination of education and experience may be considered.

CERTIFICATIONS, LICENSES, AND REGISTRATIONS:

• Citizenship required. Sworn as agent of Clerk & Recorder’s Office to discharge duties conveyed by CRS 30-10-406; registered with the Secretary of State.
• Must obtain Passport Acceptance Agent Certification within three (3) months of hire and maintain it annually.
