The Behavioral Health Services Administrator serves as a senior leader within the Behavioral Health Division, responsible for the strategic oversight of adult clinical services and administrative operations.
This position plays a critical role in guiding program development, ensuring regulatory compliance, and fostering collaboration across County divisions, departments and community partners. With a focus on service quality, system integration, and fiscal accountability, the Administrator helps shape a responsive and sustainable behavioral health system of care that meets the diverse needs of persons served.
Working in close collaboration with the Behavioral Health Director, Deputy Director, and the administrative team, the Administrator provides high-level guidance and representation for the Division. This position requires a licensed behavioral health professional with a strong background in adult services and a demonstrated ability to lead complex systems of care. In addition to overseeing core adult outpatient services, the Administrator provides leadership for specialty mental health services such as full-service partnership intensive case management, forensic behavioral health, homelessness, acute and sub-acute care, and crisis response.
A core responsibility of this role is ensuring the fiscal sustainability of adult behavioral health services. The Administrator leads with a strong financial lensmonitoring budgets, aligning resources with strategic goals, and ensuring programs operate efficiently without compromising quality of care. This involves aligning clinical and administrative systems with evolving state mandates, ensuring regulatory compliance, and positioning the Division to optimize funding under new Medi-Cal models. The Administrator has a strong command of data analysis and performance measurements to inform decision-making and drive continuous improvement across the Division.
The Administrator role also requires strong written communication skills and experience preparing formal documents for review by County leadership, interdepartmental partners, and external stakeholders. These may include policies and procedures, grant applications, budget narratives, scopes of work, and other materials that support planning, compliance, and funding efforts.
Education and experience : Either a Master's degree in a field directly related to the assignment or a Bachelor's degree in a field directly related to the assignment.
Licensing, certification, and registration requirements may include Registered Nursing License, Nurse Practitioner License, Public Health Nursing Certificate, Marriage and Family Therapist License, Clinical Social Worker License, Clinical Psychologist License, or California Driver's License, Class C.
