Site Security Manager I
gTANGIBLE Corporation (gTC), a Service Disabled Veteran Owned Small Business (SDVOSB) and registered Government contractor, is seeking candidates for the position of Site Security Manager I in Honolulu, HI. This is a full-time, contingent position with a Top Secret / SCI security clearance requirement and eligibility for a Counterintelligence polygraph.
The Site Security Manager (SSM) is responsible for the security aspects of project planning, design, and construction. The SSM ensures compliance of all regulatory requirements for the accreditation of the facility. Duties include :
- Developing and implementing a Concept Validation Request (CVR), Construction Security Plan (CSP), Pre-Con / Fixed Facility Checklist (FFC), construction oversight Standard Operating Procedures, and all TEMPEST documentation.
- Conducting periodic security inspections for the duration of the project to ensure compliance with the CSP and Accrediting Official (AO) requirements.
- Documenting security violations or deviations of the CSP and notifying the AO within required timeframes.
- Working with the construction firm(s) to ensure security of the construction site, materials, equipment, site access, and compliance with the requirements set forth in the CSP.
- Working with applicable AO to mitigate construction and physical strategies to counter security and counterintelligence threats.
- Ensuring strict adherence to the provisions of the NISPOM, its Supplement, the DoD Overprint, DCID, ICD, applicable UFCs, and SAP policies.
- Providing day-to-day SSM associated security staff oversight including continuous assessment of procedures to identify shortfalls and provide appropriate recommendations for revising and improving security policies, procedures, and systems.
- Ensuring timely notification of pertinent security matters to program technical and management staff.
- Ensuring the construction project meets the requirements of the ICD 705 Tech Spec, UFC 4-010-05, and the requirements of the customer.
- Attending all project planning meetings, design reviews, and contractor specific progress / planning meetings providing security input, ensuring customer requirements will comply with the ICD 705 Tech Spec.
- Ensuring photo documentation is completed for the life cycle of the construction project and retained in accordance with regulations.
- Evaluating each proposed Sensitive Compartmented Information Facility (SCIF) & Special Access Program Facility spaces for threats, vulnerabilities, and assets to determine the most efficient countermeasures required for physical and technical security.
- Briefing all levels of personnel, both in the government and senior civilian services, on a variety of security related topics.
- Being proficient in professional briefings, technical writing, and correspondence.
- Ensuring policy requirements are implemented; advising AO of compliance and variances.
- Delivering to the accrediting official Intrusion Detection Reports, Sound Transmission Class (STC) Reports, Radio Frequency (RF) Testing Reports.
- Developing all required accreditation documentation to include completed FFC, TEMPEST Checklist, Compartmented Area Checklist (if required), Co-Utilization Agreements, Accreditation Memorandums, Controlled Area Designation Letter (if required), Common Operating Authorization Letters (if required), SOPs, and Emergency Action Plans.
Knowledge and Qualifications :
Bachelors degree and 1 year of related experience or 5 years of related experience without a degree.1 year of experience for each SPeD certification. Maximum equivalent experience for SPeD certifications / credentials will be no more than 3 years.
