What You Will Be Doing :
The employee in this position assists the Finance Director in the overall administration and leadership of the Finance Department. This includes providing financial management through the administration of financials, accounts payable, purchasing and contracts, payroll, billing and collections through quality management of the Town's financial resources and best practices. This position is committed to providing timely, accessible, accurate, financially accountable information, as well as excellent service delivery to all of our customers. The individual will perform complex, professional, administrative and technical work planning, organizing and directing the financial day to day activities of the department. This work is performed under the general supervision of the Finance Director and in accordance with established municipal finance procedures, local ordinances, and North Carolina General Statutes governing the responsibilities of local government financial operations. This position reports to the Finance Director. This position has supervisory responsibilities.

Provides support and assistance to the Finance Director; serves in the absence of the Director
Defines and develops departmental operational goals and objectives and strategically aligns divisional plans.
Plans, implements and evaluates financial operations.
Develops and recommends policies, procedures, programs and performance benchmarks.
Analyzes internal controls to ensure the highest level of reasonable safeguards are in place to secure financial assets, reduce exposure to liabilities and to promote sound financial management.
Monitors legislation and developments in best practices in financial management.
Oversees the Town's adherence to state statutes, technical accounting pronouncements, federal guidelines, local ordinances and best practices as they relate to financial and reporting issues including but not limited to compliance and required reporting, emergency management, procurement, security of sensitive information, red flag, customer billing, collections, customer service and the maintenance of public records.
Oversees coordination and preparation for the annual audit as well as the preparation and distribution of the ACFR.
Prepares the divisional budget; assists budget office in preparation and management of annual budget as needed.
Assists with the management of the town cash and investment portfolio, ensuring principal investments are prudent, minimize risks and exercise strong stewardship; ensures the timely and accurate receipt of revenues and provides other related treasury management functions.
Researches, develops, prepares and presents recommendations for improvement of various aspects of municipal administration.
Assists in development of contracts that involve complex operational agreements and issues.
Develops and recommends complex periodic reports and analysis such as reports on financial position and results, operational and administrative activities, performance indicators and workload indicators.
Serves as a resource for departmental staff as needed, providing advice and consultation on financial matters and assisting in identifying problems and solutions.
Administers and make recommendations for personnel matters affecting subordinates, including assisting with interviewing applicants, hiring, training, appraising, disciplining.
Preparing and submitting various reports and records as required by department management.
Performs other job-related tasks as required.
What You'll Need :
Bachelor's Degree in accounting, finance, public or business administration from an accredited college or university, and a minimum of four years (4) in accounting or finance including supervisory experience; or an equivalent combination of experience and education.
