Job Description and Duties

Duties :

Coordinate with the State Water Resources Control Board (State Board), California Department of Fish and Wildlife (CDFW) and other local, state and federal agencies to identify and prioritize watersheds and groundwater basins where impacts from cannabis cultivation are acute or rising on public and private lands throughout the Central Coast Region.

Work collaboratively with partner agencies to identify inspection targets, develop preliminary inspection plans, conduct multi-agency inspections with law enforcement officials, and evaluate remediation alternatives and appropriate follow-up, including enforcement activities.

Investigate complaints of alleged and / or actual pollution or other conditions contributing to water quality degradation and make appropriate recommendations for abatement and / or prevention.

Monitor, collect, and analyze complex site-specific water quality data for sites that impact water quality or threaten to impact water quality, including file and relevant document review.

Apply current engineering principles towards developing and implementing regulatory requirements, monitoring programs, and related instruments for assigned cannabis cultivation sites.

Oversee engineering analyses, investigations, cleanup activities and enforcement associated with soil and water contamination for site-specific cannabis cultivation sites.

Review and evaluate data and information submitted by dischargers, including engineering reports, hydrogeologic and water quality assessments and data, annual compliance reports, water quality monitoring plans, and investigation and remediation workplans.

Evaluate sampling and testing procedures and results, including fate and transport of chemicals in the environment, and pollutant loading to surface water and groundwater.

Prepare formal reports, reviews and comments for investigation and remediation workplans and reports, and determine compliance with the Water Board’s regulations, policies, plans and guidelines for groundwater and soil investigations to remediate contaminated cannabis cultivation sites.

Manage data and perform engineering and pollutant loading evaluations and calculations to analyze threats to water quality.

Perform data analysis using sound engineering principles and uses engineering judgment to evaluate environmental hazards such as collapsible and expansive soils, slope stability on grades, engineered grading and road building, load capacities of road cuts and fills, irrigation systems, water containment and diversion features, and discharge of waste to analyze potential impacts to water quality associated with cannabis cultivation sites.

Use Geographic Information Systems (GIS) to analyze spatial data and create maps.

Participate at meetings with other state agencies, local governments, law enforcement officials, dischargers, consultants, the public and others.

Provide outreach and education to assist dischargers in achieving compliance with Water Board requirements. Use communication skills and scientific knowledge and judgment to clarify and / or interpret Water Board policy and objectives for public understanding.

Prepare maps, graphs, and other visual aids for presentations, as appropriate. Present staff written and oral reports to the Board or other governing or regulatory boards, executive staff and the public, as directed.

Salary information CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, 599.673) of a classification.
