Recruitment And Onboarding Specialist
This position performs technical and professional human resources work with a primary focus on talent acquisition. Responsibilities include managing the full-cycle recruitment process and facilitating new hire onboarding. Serves as the primary contact for department directors and hiring managers regarding staffing needs and provides technical and professional support across various functional areas including recruitment, personnel actions, and other recruitment and onboarding activities.
The ideal candidate will have a strong analytical background, excellent communication skills, and a commitment to providing exceptional service to both internal and external customers.
Partners with department directors, managers, supervisors, and employees on recruitment, selections, classification and compensation, and other HR-related areas. Communicates with employees, applicants, and external agencies on HR business-related issues. Collaborates with hiring managers to ensure hiring qualifications meet the needs of the department and the City. Manages the full-cycle recruitment process including but not limited to creating and updating job postings, screening applications, and scheduling and conducting interviews and testing. Analyzes recruitment data and metrics to identify trends, measure effectiveness, and provide recommendations. Develops and implements recruitment strategies based on the needs of the departments and City. Ensures recruitment-related policies and processes are followed by partnering and providing guidance to hiring managers. Provides direction to HR Specialists to initiate personnel action forms to reflect personnel actions (i.e. new hires, promotions, transfers, resignations, terminations, retirements, pay changes, and other related personnel actions). Ensures the pre-employment process for prospective employees is completed within projected timeframes. Develops and implements an effective onboarding program to provide new hires with comprehensive information on City policies, resources, and benefits. Promotes the City as the employer of choice by highlighting culture, perks, and opportunities. Supports the department's classification and compensation division with classification research including conducting audits, providing market research, and / or working with departments to finalize offers of employment. Maintains applicant tracking system and Human Resources Information System (HRIS). Performs data entry and ensures data accuracy through regularly scheduled audits. Implements system enhancements and stays up to date on new features and functionalities. Performs other related duties as assigned.
Minimum Qualifications : Bachelor's Degree in Human Resources, Business Administration, Organizational Development, Public Administration, Social Sciences, or a closely related field. An equivalent combination of education and job-related experience may be considered on a year-for-year basis. Knowledge of applicable federal, state, and local recruitment-related regulations, and generalist knowledge of employee recruitment and onboarding. Three (3) years of human resources experience. Valid Arizona Operator's Driver's License. Preferred Qualifications : Experience in Human Resources within the public sector. Experience with NeoGov Government HR Software. Certification in one or more of the following areas : SHRM-SCP / CP or SPHR / PHR.
