Community And Economic Development Specialist

Salary : $33.17 - $38.57 Hourly

Location : Missoula, MT

Job Type : Regular Full-time, 40 hours / week

The Missoula County Community and Economic Development is seeking a COMMUNITY AND ECONOMIC DEVELOPMENT SPECIALIST to join their team. This position leads and oversees economic development initiatives and Tax Increment Financing (TIF) projects within Missoula County to promote sustainable growth, infrastructure investment, and community priorities. The position provides strategic leadership in implementing TIF policies, directing project performance and financial compliance, and fostering strong collaboration among stakeholders, including the Missoula Development Authority Board and the Board of County Commissioners.

Representative Examples of Work :

  • Manages economic development initiatives and Tax Increment Financing (TIF) projects within Missoula County to support economic growth, infrastructure investment, and community priorities.
  • Ensures compliance with state statutes, adopted plans, and county policies while providing strategic and financial oversight of TIF programs and redevelopment activities.
  • Oversees public and private redevelopment projects from concept through completion, including project scoping, application review, preparation of staff reports, and presentation of recommendations.
  • Coordinates with developers, contractors, architects, and partner agencies to ensure projects align with county objectives and deliver measurable public benefits.
  • Develops and administers redevelopment agreements, contracts, and related documents; negotiates financial support through public-private partnerships; and ensures compliance with applicable local, state, and federal laws and regulations.
  • Plans and manages project logistics and construction schedules, processes amendments, change orders, and payment requests, and oversees construction and project closeout.
  • Evaluates project performance and financial feasibility and ensures consistent alignment with TIF program goals and community development objectives.
  • Provides comprehensive financial management for Targeted Economic Development Districts (TEDDs) and TIF programs.
  • Responsibilities include preparing, implementing, and modifying budget documents; forecasting revenues; preparing customized financial reports and long-range financial plans; and tracking accounts payable, receivable, and grant funding.
  • Participates in budget meetings and approval processes, prepares and presents financial analyses to boards and staff, and ensures that expenditures remain within approved limits.
  • Assists in the preparation and analysis of complex financial and legal documents such as trust agreements, bond covenants, legislative proposals, resolutions, and official statements, ensuring accuracy, compliance, and transparency in all fiscal matters.
  • Develops, plans, and implements administrative policies, goals, and objectives; oversees departmental projects and communications; and recommends and implements organizational and procedural improvements to enhance efficiency and cost effectiveness.
  • Conducts organizational, operational, and financial analyses to support decision-making and prepares related reports, manuals, and publications.
  • Interprets and applies regulations, policies, and procedures; provides analytical feedback and technical expertise to support leadership decisions; and serves as a resource on redevelopment practices and departmental operations.
  • Leads public engagement efforts by developing outreach strategies, organizing meetings and workshops, facilitating discussions, and reporting on community input.
  • Also manages external communications, including the department website, responses to information requests, and preparation of regular board meeting agendas and materials.

    • Minimum Qualifications :

  • Bachelor's degree required. Degrees best suited for this position include finance, business management, real estate development, public administration, and urban planning.
  • Requires three years of progressively responsible, related project management experience.
  • A master's degree in a related field may be considered as equivalent to up to two years of relevant professional experience.

    • Physical / Environmental Demands :

  • The work requires little physical activity, and the employee commonly remains in an office setting. May require occasional travel, locally and out of town to development sites, meetings and training.
  • Requires a significant amount of time performing work at a computer workstation.
  • Requires occasional medium lifting, (boxes, 25-35 pounds).
