As a Regional Land Representative with Trans Mountain, you’ll have the opportunity to work with a progressive and fast-paced group of professionals in the Land department.

The Regional Land Representative role focuses on establishing and maintaining positive relationships with landowners, land users, state and local government agencies and other parties, the negotiation and resolution of various land and right-of-way issues, landowner concerns, and claims; as well as for providing a wide range of real property services relating to the acquisition, development, and disposal of land interests for the Trans Mountain pipelines and their operation. The Regional Land Representative is also key to monitoring land use (zoning, planning, etc.), identifying risks, and mitigating encroachments, incompatible land use, and class change triggers.

The position is based in the Puget Sound region, working out of our Bellingham office.

Key Responsibilities

  • Build and maintain strong working relationships with property owners, land users and state and local authorities.
  • Works closely with leaders to develop effective solutions for landowner and land user issues, concerns, and challenges.
  • Coordinates land access, negotiates settlements, and resolves land-related files—including claims, conflicts, and information about contractual or real property rights, as well as damage prevention matters.
  • Monitor land use changes, such as zoning and planning developments, across the region.
  • Engages with stakeholders, addresses their concerns, anticipates their needs, and ensures that Trans Mountain’s commitments to stakeholder milestones and objectives are met.
  • Handles correspondence with stakeholders and government authorities to manage the diverse land interests of Trans Mountain.
  • Communicates directly with landowners and land users about project details, damage prevention, and public awareness efforts, while supporting the delivery of landowner packages, engagement procedures for new landowners, and documentation of unauthorized activities.
  • Provides advisory services on land use and zoning to both internal and external parties, oversees the delivery of new permanent or temporary land rights for non-routine projects, and leads land-related permitting processes.
  • Maintains open lines of communication with field operations staff, landowners, and government authorities to facilitate the effective exchange of information among all stakeholders.
  • Be client-focused and delivers support services to other groups, primarily External Relations, Pipeline Maintenance, Environment and local facility operations.

Qualifications and Professional Experience

  • Possess a university-level degree or a Diploma related to real estate, business, commerce, or social sciences, or a minimum of 10 years of equivalent industry experience.
  • Hold a valid provincial driver’s license.
  • Proven ability to assess claims and manage conflict situations, with a track record of developing effective strategies to resolve issues while fostering positive relationships.
  • Specialized experience and knowledgeable in handling assigned specialized "category" files such as Tribe lands, Proximity Permit land use conflicts, and issues related to the regulatory regime, and land permitting subject to the federal, state and local jurisdiction.
  • Collaborative team player with experience working in multi-disciplinary project environments.
  • In-depth knowledge of the regulatory regime specific to PHMSA, WUTC, and PSR, as well as local legislation and regulations pertaining to land use and zoning and be able to represent company in the public hearings associated with Conditional Use Permits and acquisition of other land interests.
  • Demonstrated ability to make sound decisions and work efficiently under pressure, with strong time management and problem-solving skills.
  • Proficient in Microsoft Office applications and experienced in using databases for project and land management.
  • Strong interpersonal and communication skills, with the ability to work effectively with diverse stakeholders.
  • Skilled in analyzing complex issues and implementing practical, well-reasoned solutions.
  • Highly organized, detail-oriented, and capable of managing multiple priorities/project demands within tight deadlines.

Working Conditions

  • Will need to provide support outside of regular business hours and/or on the weekend.
  • This is a Field position, travel to work sites is required on a regular basis; some overnight stay is also required (5-10%).
