Job description

Job Title Transportation Engineer I/II/III/IV (2601655) Job Description The North Bexar Area Office, located in northeast Bexar County, offers exciting opportunities for Transportation Engineers to lead and support a wide range portfolio of construction projects. Annual Salary Ranges Transportation Engineer I (B24): $65,104 – $106,634 Transportation Engineer II (B25): $69,572 – $114,099 Transportation Engineer III (B26): $76,530 – $129,430 Transportation Engineer IV (B27): $84,182 – $142,374 This position is for a Transportation Engineer I, II, III, or IV. The Texas Department of Transportation reserves the sole right in determining the level of position based on the applicant's work experience, education, skill level, and all other appropriate factors and based on business needs. Roles and Responsibilities Analyze schedule trends, determine risks, and support management in evaluating corrective action options for routine projects. Assess and report actual project progress versus planned progress to determine trends and variances for routine projects. Assist in overseeing construction project traffic control plans and periodically review traffic control devices. Assist in overseeing contracts, issue work orders, and monitor construction schedules, contractor payments, and job progress. Conduct pre‑construction meetings. Drive/travel to project/work locations to make on‑site engineering reviews, analyses, tests, and provide technical support. Investigate and respond to public complaints on traffic signals, signs, pavement markings, or other traffic‑related items. Make presentations and represent TxDOT. Monitor consultants' progress and work quality; check invoices and associated documents; prepare supplemental agreements. Monitor contractors' compliance with plans and specifications. Resolve differences between contractors and inspectors. Review construction related to operations. Review shop drawings and field changes for traffic control devices, signals, signs, markings, detours, traffic control plans, electrical distribution, roadway lighting, and traffic management systems. Review change orders, supplemental agreements, memorandum agreements, extra work orders, and monthly and final estimates prior to submittal. Review literature, technical data, material specifications and procedures. Perform other job responsibilities as assigned. Assist Area Engineers with construction contract administration matters. Apply project management principles to initiate, plan, execute, monitor, control, and close transportation projects. Serve as a lead worker and related tasks. Conduct public hearings. Chair or serve as a member of a contract selection team. Conduct final inspections on completed construction projects. Coordinate and monitor consultant contract‑related projects. Serve as a project manager overseeing consultants performing advanced and complex engineering work. Lead and train professional and administrative staff. Minimum Qualifications Education: Bachelor’s Degree in Engineering or a related science. A bachelor’s or higher degree accepted by TX PELS. Experience: Experience can be satisfied by full‑time or prorated part‑time equivalent. Related graduate‑level education may be substituted for experience on a year‑per‑year basis. Substitutions for minimum qualifications. Licenses and Certifications: Valid driver’s license; position requires driving a state vehicle. Licensed Professional Engineer. Licensed in another state must obtain a Texas license within six (6) months of hire. If performing underwater bridge inspections: Open Water Diver certification required. For bridge inspection: Completion of comprehensive training or NICET Level III or IV certification in Bridge Safety Inspection within one (1) year of hire. Relevant Regulations and Policies Applicable governmental laws, rules, and regulations specific to area of responsibility. Construction engineering policies and procedures. Construction phasing and sequencing. Construction, operation and maintenance of traffic control devices. Applicable engineering workstations and applications to support efficient planning and design activities. Applicable testing methods, processes and procedures. Critical Path Method for managing projects. Negotiating settlement of differences without damaging relationships. Presenting images and ideas clearly, concisely, organized, and interestingly. Researching, analyzing, and interpreting policies and state and federal laws and regulations specific to functional area. Public relations for maintaining effective working relationships with internal and external individuals and groups. Applying engineering principles, practices, and methods in job responsibilities. Performing calculations to include material and labor estimates and expenses. Planning, coordinating and handling multiple projects within area of responsibility to meet short and long‑term deadlines. Monitoring the status and progress of projects. Leading, assigning, reviewing, and monitoring the work of others. Persuasion and negotiation of critical issues. Interpreting applicable information. Training in a classroom, office, or field environment. Developing and giving presentations. Using computers, applicable programs, applications, and systems. Maintaining a safe and effective working relationship with others. Exercising logic and reasoning to define problems, establish facts and draw valid conclusions; makes decisions that support business objectives and goals. Physical Requirements and Working Conditions Ambient conditions include exposure to weather but not temperature extremes. Environmental conditions: inside and outside. Extreme cold and heat: below 32 °F or above 100 °F for more than one hour. Noise and vibration exposure. Medium work: lift up to 50 lbs; frequently lift or carry objects up to 25 lbs. Balancing, walking, standing, crouching on various surfaces without falling. Stooping‑bending body downward and forward; kneeling; reaching; standing prolonged. Walking, moving on foot to accomplish tasks over distances. Fingering, picking, pinching, typing; primarily working with fingers. Grasping, applying pressure to an object. Speaking and hearing at normal speaking levels. Repetitive motion of wrists, hands, and fingers. Visual acuity to operate motor vehicles and heavy equipment. Physically demanding; requires pre‑employment physical assessment. Must pass a drug test prior to employment for safety impact positions.
