Job description

This recruitment is open only to current Department of Ecology employees, including those on temporary or project assignments, and Ecology’s Washington Conservation Corps members. Keeping Washington Clean and Evergreen The Department of Ecology is hiring a Financial Services Team Supervisor (Environmental Planner 5) (Internal Only) within the Shorelands & Environmental Assistance (SEA) Program . Location Headquarters Office in Lacey, WA. Upon hire, you must live within a commutable distance from the duty station. Schedule This position is eligible for telework and flexible schedule options. A minimum of one day per week is required in the office. Schedules are dependent upon position needs and are subject to change. This Financial Services Team Supervisor position offers a unique opportunity to lead Ecology’s program-wide financial services operations within the Shorelands & Environmental Assistance (SEA) Program. In this role, you will guide a team of seven professional staff who manage grant programs, financial compliance reviews, and program-wide financial policy implementation. You will serve as SEA’s statewide financial services expert—setting policy direction, ensuring consistent and defensible financial practices, and representing the program in high‑visibility fiscal, legal, and interagency coordination forums. You will also oversee major financial services efforts across SEA, including grant solicitations, program funding guideline development, agreement negotiation and compliance, and updates to program and agency financial policies. You will lead development of tools, internal controls, training, and guidance that increase consistency, reduce program risk, and ensure effective use of public funds. As a member of the SEA Program’s central operations team, you will contribute to program‑level planning, budget coordination, and strategic initiatives that support Ecology’s mission and strengthen statewide environmental outcomes. What you will do Provide program-wide leadership for the Financial Services Team, setting strategic direction and ensuring consistent, timely, and high‑quality financial and agreement management services. Supervise, mentor, and develop seven professional staff, managing workload, performance expectations, recruitment, training, and overall team operations. Serve as SEA’s statewide financial services subject matter expert by leading development of policies, internal controls, guidance, agreement boilerplates, and funding guidelines. Oversee financial and agreement review processes, including payment requests, amendments, eligibility assessments, and negotiations, ensuring compliance with agency policy, federal and state requirements, and audit recommendations. Lead financial and operational risk assessments, analyze grant and agreement performance, and provide data‑informed recommendations that support program improvements and environmental outcomes. Manage competitive and non‑competitive grant solicitations from guideline development through application review and communication with applicants and recipients. Coordinate internal and external engagement related to financial services, including outreach, trainings, communication plans, and collaboration with fiscal partners, legal staff, local governments, Tribes, and other interested parties. Ensure accurate public records management, maintain compliance with retention requirements, and provide backup financial services support as needed while fostering an inclusive, collaborative workplace culture. Required Qualifications Eleven (11) years of experience and/or education related to the duties of the position, which includes the following: Financial Compliance Review: Ability to evaluate agreements, payment requests, amendments, and financial submissions for accuracy, allowability, completeness, and adherence to agency policy, regulations, and audit requirements. Policy & Procedure Development: Experience developing, implementing, and maintaining program level policies, internal controls, guidance documents, and agreement boilerplates to ensure consistency, transparency, and regulatory alignment. Grant Program Administration: Skill in planning and executing competitive and non‑competitive grant processes, including guideline development, solicitation coordination, application creation and testing, and communication with applicants and reviewers. Team Supervision: Ability to lead and develop staff through setting clear expectations, managing workloads, coaching, evaluating performance, resolving conflicts, and supporting training and professional growth. Program Data Analysis & Performance Reporting: Competency in analyzing agreement performance data, identifying trends, assessing risks, and producing data‑informed recommendations that support program improvements and decision‑making. Partner Coordination: Ability to coordinate with fiscal, legal, program, and external partners to clarify requirements, resolve eligibility and cost issues, and ensure consistent interpretation and application of financial services policies. Education A major study in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use, contract, or environmental law, public administration with an environmental emphasis, or closely related field. A Bachelor’s degree substitutes for 4 years of experience. A Master’s degree substitutes for 6 years of experience. Examples of how to qualify 11 years of experience. 10 years of experience AND 30‑59 semester or 45‑89 quarter college credits. 9 years of experience AND 60‑89 semester or 90‑134 quarter college credits (Associate’s degree). 8 years of experience AND 90‑119 semester or 135‑179 quarter college credits. 7 years of experience AND a Bachelor’s degree. 5 years of experience AND a Master’s degree. Desired Qualifications Experience with federal or state pass‑through funding program implementation. Experience using Washington State grant and finance tools and systems, including Ecology's Administration of Grants and Loans (EAGL) system, or similar. Experience managing projects with multiple funding sources. Ecology does not use the E‑Verify system; therefore, we are not eligible to extend STEM Optional Practical Training (OPT).
