Job Description

GENERAL PURPOSE

The Accountant 1 position within the Mental Health, Early Intervention, and Intellectual Disabilities Division is a fulltime professional social service position that performs a variety of fiscal duties such as accounting and administrative support tasks.

SUPERVISION RECEIVED

This position reports directly to the Mental Health, Early Intervention, and Intellectual Disabilities Accountant 3.

SUPERVISION EXERCISED

This position does not exercise supervision over other functions.

ESSENTIAL DUTIES OF THE POSITION

Responsible for the cost settlement process by reviewing budget packets, monitoring invoices, reconciling payments to actual costs, and reviewing audits.

Responsible for annual provider risk assessment, vetting of new providers and review / update of risk assessment as needed.

Responsible for the monitoring and reviewing of provider audits and reporting of Federal, State and Local monies distributed.

Responsible for preparing journal entries and any associated budget adjustments.

Responsible for all revenue transactions including making deposits, maintaining records, completing and reconciling ledgers.

Responsible for monitoring contract utilization in order to make contract and amendment recommendations.

Responsible for compiling accruals of all revenues and expenditures for budget preparation, financial statements and reporting.

Responsible for the bi-weekly verification and tracking of labor distributions.

Responsible for assisting with quarterly, bi-annual and annual expenditure reports.

Must be familiar with and refer to State, Federal and local regulations when completing duties.

Will serve as back up to other accounting positions.

Difficult technical problems and irregularities are referred to a supervisor who observes work in progress and periodically reviews the work.

REQUIRED MINIMUM QUALIFICATIONS

EDUCATION & EXPERIENCE - One year of professional accounting experience and graduation from a four-year college or university, including or supplemented by 15 credits in accounting; OR

One year as a Fiscal Technician and 15 college credits in accounting; OR

Five years of bookkeeping experience; AND

15 college credits in accounting.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of accounting principles and practices.

Must be able to apply established fiscal methods to financial transactions.

Must be able to relate program operations and goals to the budget process.

Must have the ability to organize, monitor and analyze data utilizing various systems and records.

The ability to organize and complete various fiscal reports.

Ability to apply automated technology to fiscal operations.

Ability to identify and analyze trends and provide fiscal and budgetary forecasts.

Ability to establish and maintain effective working relationships.

Ability to express ideas in English clearly, verbally and in writing.

Must be proficient in Microsoft Office.

Must be able to use a keyboard.

TOOLS AND EQUIPMENT

Telephone, personal computer (including word processing and spreadsheet software), calculator, writing implements, fax machine, copy machine, and paper shredder.

While performing the duties of this job, the employee is frequently required to walk, sit, talk or hear.

The employee must occasionally lift and / or move up to 25 pounds.
