Senior Project Manager
The City of Oxnard's Public Works Department is seeking a Senior Project Manager with strong technical and customer service skills to be part of the team. The ideal candidate will have public sector experience and be well-versed in best management practices. The ideal candidate will have knowledge and experience of standard operating procedures of capital improvement engineering planning, design, and construction management programs. The selected candidate will be well-versed in delivering water and / or wastewater capital improvement projects.
WHAT YOU'LL DO :

CLASSIFICATION SUMMARY :
This class is the second level in a two-level Construction Project Management series devoted to providing project management for development of current planning efforts for large departmental capital improvement projects, analyzing architectural, engineering, urban design, environmental and economic issues in project development. This is a mid-management classification requiring no professional engineering licensure. As assigned, work may include coordinating the implementation and completion of construction and / or departmental capital improvement projects, working with consultants, community groups, staff, architects, engineers, contractors and / or inspectors.
DISTINGUISHING CHARACTERISTICS :
This classification is distinguished from the Construction Project Manager in that the Construction Project Manager, Senior is a mid-management position and is responsible for the substantial administration of assigned Capital Improvement Projects.
SUPERVISION RECEIVED / SUPERVISION EXERCISED :
Receives general supervision and is expected to prioritize work to meet deadlines and to keep the supervisor informed of issues that would impact achievement of a deadline, organizational policy or procedure or in consideration of risk management.
WORK SCHEDULE :
The normal work week is Monday through Thursday 8 : 00am to 6 : 00pm and alternating Fridays 8 : 00am to 5 : 00pm. Depending on the area of assignment staff may be assigned to a shift that is outside the standard work hours. This position may be required to be available for additional hours in response to peaks in workloads and changes in department needs. The standard work environment varies depending on assignment but is typically either primarily in an office setting or out in the field. The City does not offer hybrid or remote work.
Essential Functions
This class specification represents only the core areas of responsibilities; specific position assignments will vary depending on the needs of the Department.
Reviews construction documents for discrepancies and performs value engineering analysis; makes recommendations based on findings.
Prepares RFQ's and RFP's and selects professional consultants.
Negotiates and administers contracts.
Schedules construction work design, arranges inspections, and coordinates work with project development team.
Manages, prepares and administers project budgets and schedules, and reviews the work of professional and technical consultants and contractors.

NOTE : For most positions, the City of Oxnard relies on office automation (Microsoft Office / Google) and web-based enabled tools, therefore candidates must be proficient and comfortable with computer use to perform functions associated with on-going work.
Regular and reliable attendance, effective communication skills, and development of effective working relationships are requirements of all positions.
Employees are required to participate in the City's direct deposit plan and are paid on a bi-weekly basis.
This position requires a 12 month probationary period.
