Job description

SHIPS Project Manager

The SHIPS Project Manager is responsible for overall administration of King County's Support and Scale Up of HIV Prevention Services in Sexual Health Clinics (SHIPS) grant, funded by the U.S. Centers for Disease Control (CDC). The goal of SHIPS is to strengthen the Sexual Health Clinic's infrastructure and improve service delivery to address syndemic of HIV and other STIs. The manager is responsible for developing and monitoring the workplan, hiring and supervising project staff, writing grant-related reports and applications, negotiating and overseeing a contract with a community partner, and serving as liaison to governmental, academic and community partners. The Program Manager is supervised by the Sexual Health Clinic manager.

Temporary opportunity. Term-Limited Temporary (TLT) positions are "at-will" positions but are eligible for benefits. This TLT is currently anticipated to last through July 31, 2026. However, funding sources for this work remain uncertain and dependent upon decisions actively being made at both the federal and local levels. As a result, the end date of this position may be adjusted based on those decisions. The County and the Department continue to work to secure long term funding sources.

This vacancy can also be filled as a Special Duty opportunity. For Special Duty Assignment interest, you must be a Career Service, Career Service Exempt or other regular (non-temporary) employee in King County who has completed their initial County probation. You must have supervisor approval prior to taking a Special Duty Assignment.

Job Duties

  • Administer programmatic and fiscal aspects of the SHIPS grant.
  • Assure fulfillment of grant deliverables, conditions of award, and periodic programmatic and fiscal reports.
  • Develop and implement an action plan to address Sexual Health Clinic (SHC) infrastructure gaps.
  • Develop a plan to assess patient experience at SHC and patient needs.
  • Work with project epidemiologist to report system-level performance indicators to funders.
  • Develop, negotiate and monitor external contract including assuring that contractor meets the deliverables and conform to all funding requirements.
  • Monitor internal program performance.
  • Serve as primary liaison to funder including project officer calls and periodic site visits.
  • Hire, supervise and evaluate project staff.
  • Write grant applications as needed
  • Other duties as assigned.

Experience, Qualifications, Knowledge, Skills

Required :

  • Three (3) years of experience working on large federal public health grants.
  • Three (3) years of experience leading a public health project or program
  • Two (2) years of experience supervising staff.
  • Experience working with federal budgets.
  • Effective oral and written communication skills.
  • Experience with, and ability to establish and maintain effective relationships with people and organizations of diverse backgrounds.
  • Ability to work effectively as a member of a team.
  • Desired :

  • Master's degree in public health, public administration or social services is desirable; two years of relevant professional experience may be substituted for each year of desirable post-graduate education.
  • Experience working in a HIV / STI clinical setting.
