Job description : Position Summary
We are seeking an experienced Quality Control / Site Safety Officer (QC / SSHO) to join our field team on a USACE-managed construction project . The ideal candidate will have a strong background in earthwork, heavy civil, or marine construction , combined with in-depth knowledge of EM 385-1-1 safety standards and USACE Quality Control System (QCS / RMS) procedures.
This dual-role position is responsible for ensuring all work meets contract quality requirements while maintaining strict compliance with site safety regulations and accident prevention programs.
Key Responsibilities
Quality Control Duties
- Implement and manage the USACE Three-Phase Control System (Preparatory, Initial, Follow-Up) for all definable features of work.
- Conduct daily QC inspections and maintain all required documentation in QCS / RMS.
- Coordinate testing (soil, concrete, etc.) per project specifications and maintain test result logs.
- Review and verify subcontractor work, materials, and submittals for compliance.
- Manage and track submittals, RFIs, deficiencies, and corrective actions.
- Lead weekly QC meetings and provide daily reports to the Project Manager and USACE COR.
Safety Officer Duties
Develop, implement, and enforce the Accident Prevention Plan (APP) and Activity Hazard Analyses (AHA) in accordance with EM 385-1-1 .Conduct daily safety inspections, site audits, and toolbox talks.Provide safety training and ensure all personnel comply with PPE, equipment, and hazard control standards.Investigate and document any incidents or near misses and ensure proper corrective actions are implemented.Coordinate with USACE Safety representatives during inspections and audits.Qualifications
Minimum 5 years of experience in construction quality control and / or site safety management on federal or USACE projects .Must have completed :USACE CQM-C (Construction Quality Management for Contractors) course (current certification).OSHA 30-Hour Construction Safety certification.First Aid / CPR certification (current).Preferred :EM 385-1-1 Site Safety & Health Officer training.Degree in Construction Management, Engineering, or related field.Experience with RMS / QCS , Primavera P6 , or similar project documentation systems.Skills & Attributes
Strong communication and leadership skills.Excellent attention to detail and documentation accuracy.Ability to work independently and maintain effective relationships with field teams and USACE personnel.Knowledge of soil testing, material acceptance, and civil construction QC procedures.Compensation & Benefits
