Guardian has a need for a Roving Community Manager to join our experienced and committed team!

This Roving Community Manager will be responsible for traveling to Conventional properties in or around Portland, OR.

Position Summary

This position requires general knowledge of all property management duties and operations. A Roving Community Manager’s primary role is to ensure that the properties meet all ownership goals and objectives, to enforce Guardian Management policies and procedures, and to always adhere to Fair Housing and Landlord Tenant Laws. A Roving Community Manager is responsible for supervision of other property staff and vendors to provide outstanding customer service to the residents, maintain excellent curb appeal, provide well-timed and proactive property maintenance, safeguard the good financial health and stability of the property, confirm timely compliance with all government and property program requirements, and complete all required paperwork and reports on time. The Roving Community Manager will travel to sites on an as-needed basis to cover staffing shortages, assist with lease-ups and participate in special projects.

Schedule : 40 hrs / week; Monday - Friday, 8 : 00AM - 5 : 00PM.

Compensation : $33.65 - $36.00 / hr DOE + Benefits!

Minimum Qualification Requirements

The requirements listed below are representative, but not exclusive of the knowledge, skill and / or ability required.

  • High school diploma or GED.
  • At least two (2) years of experience managing a multi-family community.
  • At least one (1) year of experience working in conventional housing or relevant industry.
  • At least one (1) year of prior supervisory experience.
  • Strong understanding of and willingness to enforce Fair Housing and Landlord Tenant Laws in the state of OR.
  • Excellent attention to detail and organizational skills
  • Strong customer service skills.
  • Strong mathematical skills and basic understanding of property budgets.
  • Requires high level of proficiency with technology, software, to include but not limited to Office Suite, online platforms, and willingness to learn new programs as needed.
  • Ability to speak, read and write in English.
  • Ability to communicate effectively and in a timely manner, both verbally and in writing.
  • Ability to complete company training requirements for this position within pre-determined deadlines and attend other training sessions as required.
  • Own or have access to a reliable and properly insured vehicle for use in business transportation needs and possess / maintain a valid driver’s license
  • Willingness and availability to travel to any of the states Guardian operates in as approved by supervisor.

Preferred Qualifications

  • Hands on experience creating and adhering to property budgets; basic understanding of financial accounting.
  • Previous experience working with Yardi Voyager, CRM, Onsite, Tenant Tech, or similar property management software.
  • Essential Functions

    To perform this job successfully, an individual must be able to perform each essential function satisfactorily with or without reasonable accommodations :

  • Always represent Guardian in a positive and professional manner.
  • Act as the company's primary coordinator to assure that the company’s efforts fully meet and exceed property management obligations.
  • Manage all property operations in compliance with all local, state, and federal laws (Fair Housing, Landlord Tenant Laws, OSHA, etc.).
  • Analyze and report monthly financial statements including 20th,25th and monthly narrative, operating variances from budget, cash management and strategies for collection of receivables in a timely manner.
  • Ensure that the property operates in compliance with program requirements applicable to the property.
  • Complete resident income certifications and re-certifications in a timely and accurate manner to maintain compliance with program funding and regulatory agency requirements as well as adhering to Guardian’s policies and procedures for timely submission.
  • Coordinate collection and documentation of all revenues following lease obligations of tenants and Guardian’s policies on accounts receivable.
  • Always follow confidentiality guidelines for all resident, property, owner, and Guardian information.
  • In the absence of a Community Manager, perform the duties of an acting manager, and direct the day-to-day activities with other property staff.
  • Accurately record time worked, adhere to time keeping guidelines including approving site staff time records daily.
  • Administer leasing efforts including reviewing tenant billings, analyzing lease clauses, preparing vacancy reports, enforcing tenant compliance, and performing landlord obligations.
  • Identify leasing prospects and respond to leasing inquiries per Guardian Policy.
  • Collect delinquent accounts according to legal guidelines and communicate with accounting department to ensure accuracy of rent roll and accounts receivable.
  • Work with Portfolio Manager to identify, engage and supervise property vendors.
  • Approve invoices for all goods / services required to maintain the property’s upkeep to company and owner standards and in accordance with property’s budget.
  • Liaison with corporate departments to provide a team approach to the management of the property.
  • Establish and maintain collaborative working relationships between departments and with coworkers. Prepare and lead all site staff meetings, including monthly safety meetings, and document meeting minutes to submit to the corporate office.
  • Constantly strive for improvements in work process and results to better meet resident needs, ownership goals and objectives, and company standards and expectations.
  • Other duties as assigned by the Portfolio Manager.

    The following responsibilities may be shared with properties’ Maintenance staff when applicable :

  • Coordinate requests for repairs and maintenance, regularly inspect property and vacant apartments.
  • Keep accurate records of property systems such as conditions including roof, HVAC, fire prevention / extinguishing systems, sprinklers, elevators, hazardous materials / conditions (i.e., asbestos and lead paint), and utilities.
  • Bid work for property improvement, as needed, and as directed by Portfolio Manager.
  • Participate in all property inspections by preparing documentation, answering questions, and touring the property with the inspector.
  • Develop and maintain a system / plan for emergency services available to staff and residents both during and outside business hours.
  • Responsibility

    This position may be required to oversee the work of other Guardian employees and vendors assigned to the properties as requested by assigned the Regional Manager.

    Work Environment

    This job operates in a professional office environment. However, many Roving Community Managers spend part of their workday doing tasks away from the office, such as showing apartments, inspecting the grounds, or meeting with Portfolio Manager and owners.

    Work Attire / Dress Code

    This position is required to wear professional business attire unless casual dress has been specifically approved. See Employee Manual for specific guidelines.

    Physical Demands

    The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job :

  • Must occasionally lift and / or move up to 25 pounds.
  • Must frequently stand, walk, sit, and reach with hands and arms in completing
  • duties.

  • Possess knowledge of cleaning techniques and product use.
  • Ability to tolerate safe fumes according to manufacturer’s warning labels.
  • Ability to clean apartment and common area interiors, including windows, according to company standards.
  • Ability to walk entire property daily. Walking the property may include climbing stairs, walking on uneven ground and inclines.
  • Must be able / willing to perform work outside in varying weather conditions.
  • Occasional overnight assignments are made, willingness to travel with reasonable notification.
  • Technology Knowledge and Skills

    This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

    Employees are regularly required to use internet programs, Microsoft Office programs, Adobe Acrobat, email, and property management software, as well as training and time-keeping programs in the daily operation of the site.

    As with all Guardian owned equipment and systems, there is no expectation of privacy, work product and time worked may be monitored through tracking software on laptop. Participation in Team Meetings requires active camera access.

    All approved remote work must be conducted from an approved home workspace unless specific arrangements are made and approved through manager and HR.

    Expected Hours of Work

    Please note that non-exempt employees need to obtain Portfolio Manager approval before working over 40 hours per week. Your scheduled office hours will be determined by the Portfolio Manager.

    Your expected hours worked each week is specified in your Payroll Employment Understanding. However, Roving Community Managers must be available to help residents as needed, which requires some flexibility and may require working outside of regular business hours.

    Travel

  • This position requires travel.
  • See Guardian SOP 855 Expense Reimbursement Policy for details on travel accounts, allowed expenses and reimbursement.
  • Trips over 25 miles from your home office to your assignments are eligible for mileage reimbursement under IRS regulations. Upon supervisor approval, all other forms of transportation will follow Guardian’s reimbursement policy.
  • Overnight trips only, will include a per diem for meals and incidentals within Guardian policy.
