Job Description

SUMMARY

Advanced, independent professional and technical engineering work requiring knowledge and application of the latest advancements in the field and knowledge of regulatory environment, and is fully accountable for work product.

Positions allocated to this classification report to a designated supervisor and work under general supervision receiving technical guidance on unusual and non-typical complex problems and supervisor approval on plan proposals.

Work in this class is distinguished from other classes by its lack of managerial responsibility and by its emphasis on the application of advanced engineering skills, development, implementation, and interpretation of policies, and coordination of small engineering staff to a part of a major project, a total project of moderate scope, or controversial project affecting the effectiveness of the organization.

Note : The Engineer 4 / Utility Designer 4 classification is the fourth in a series of four Engineer / Utility Designer Classifications of progressively more demanding job competencies and engineering duties.

It should be understood that the job competencies, duties and requirements of the Engineer / Utility Designer 1, 2 and 3 are inherently included in this position.

ESSENTIAL JOB FUNCTIONS

Depending on area of assignment :

Plans, schedules, conduct, and coordinates major engineering projects.

Performs work, which involves engineering practice, which may include a variety of complex features such as conflicting design requirements, materials suitability, optimization of resources and design, and intricate coordination requirements.

Work requires a broad knowledge in the specialty area and thorough knowledge of principles and practices of related specialties.

May be responsible for development and implementation of project budgets.

Requires the ability to provide guidance, assistance and / or interpretation to others. May provide limited supervision or coordination of work of one or more subordinate engineers / utility designers, engineering technicians, and other support personnel who assist in specific discipline.

Ability to manage multiple projects or a major project often with unique or controversial issues, which have an important effect on major programs.

Work may require oversight by management.

May involve performance management responsibilities. Work requires little oversight by a more senior engineer or utility designer, which is more oriented to concept review as opposed to task delineation and calculation checking.

Requires guidance by management in addressing customer requirements.

Requires negotiating skills and diplomacy.

Ability to write specifications with overall management direction.

Designs, coordinates, evaluate, and supervise projects including planning, specifications, and construction monitoring.

Coordinates engineering projects, studies, and activities with internal departments, outside consultants, and contractors.

Assists in documenting and preparing budget estimates for submittal to the department head.

Assist in formulating operating policies.

Evaluates, selects, and applies the most current and advanced engineering techniques and procedures. Makes substantial adaptations and modifications.

Devises and develops new approaches to problems encountered.

Interpret, organizes, executes, and coordinates assignments.

Cultivates and maintains effective business relationships with other engineering personnel, customers, contractors, suppliers, and representatives of regulatory agencies.

Prepares and submits applications, operating reports, and other documentation required by regulatory agencies.

Provides consultative services to management relating to sound engineering practices.

Represents organization interests to a variety of outside groups.

Writes effective letters and complex reports.

Develops and makes technical presentations.

Attends work on continuous and regular basis.

NON-ESSENTIAL JOB FUNCTIONS

May supervise major areas of engineering activities.

May act in absence of supervisor.

May be responsible for enforcing the drug policy, based on physical location and organizational structure.

May be required to supervise employees for purposes of the Drug Free Workplace Program, depending on job assignment and work location.

Will be required to respond under emergency conditions.

Performs other related duties as assigned.

QUALIFICATIONS

To perform this job successfully, an individual must be able to perform each essential job function satisfactorily. Below are the required education, experience, knowledge, skills and abilities to perform the essential functions.

EDUCATION AND EXPERIENCE

Bachelor of Science in Engineering from an Accreditation Board for Engineering and Technology (ABET) accredited educational institution or similarly accredited non-US institution, and six (6) years of experience in the area of assigned engineering responsibility,

Master’s degree in engineering from an Accreditation Board for Engineering and Technology (ABET) accredited educational institution or similarly accredited non-US institution, and five (5) years of experience in the area of assigned engineering responsibility.

Note : Positions requiring the Professional Engineer (PE) certification require graduation from an ABET accredited institution and do not permit graduation from a similarly accredited institution.

Expected to keep abreast of the latest Engineering advancements in field. Continuing education required to maintain currency in assigned engineering discipline, regulatory and other related knowledge.

May require supervisory experience.

CERTIFICATIONS OR LICENSES

Licenses

Valid Florida Class E Driver’s License required.

Valid State of Florida Engineering Intern license may be required for Water / Waste Water, Public Works or special project areas.

Valid State of Florida Engineer-in-Training certificate may be required.

Valid State of Florida Professional Engineer license may be required depending on assigned area of work.

KNOWLEDGE, SKILLS AND ABILITIES

Depending on area of assignment :

Computer Skills

Demonstrate proficiency with MicroSoft Office Suite or equivalent and possess a proficient knowledge of software utilized in the engineering discipline as required by the individual department.

Proficiency in specialized software may be required.

Level of Professional and Industry Competency

Perform as a fully competent engineer in all conventional aspects of the subject matter or the functional area of the assignments.

Plan and conduct work requiring judgment in the independent evaluation, selection, and substantial adaptation and modification of standard techniques, procedures, and criteria.

Consult with supervisor concerning unusual problems and developments.

Ability to develop, implement, and interpret policies and rules, as approved by higher-level management.

Ability to apply complex and most current industry engineering practices and techniques to challenges typically encountered in the assigned area.

Decision Making / Level of Independence / Direction received

Independently perform most assignments with instructions as to the general results expected. Technical guidance is not normally required except in unusual or highly complex problems.

Managerial approval is typically required on proposed plans for projects. May have responsibility for a functional / technical area or multiple projects.

May oversee projects involving outside engineering firms. Consult with management regarding sensitivity to political and strategic issues.

Complexity and Magnitude of Assignments

Plan, schedule, conduct, and coordinate major engineering projects. Perform work, which involves engineering practice, which may include a variety of complex features such as conflicting design requirements, materials suitability, optimization of resources and design, and intricate coordination requirements.

Perform assignments that require a broad knowledge in the specialty area and thorough knowledge of principles and practices of related specialties.

Possibly assume responsibility for development and implementation of project budgets.

Written and Verbal Communication Skills

Write effective letters, reports responses to regulatory agencies with associated documentation and fill out forms. Speak effectively in one-on-one situations and to diverse groups.

Prepare and deliver technical presentations appropriate to the targeted groups. Write specifications with overall management direction.

Explain engineering studies and evaluations. Present complex technical material in an understandable manner. Keep abreast of latest engineering advancements in the field and distribute new information throughout organization to both lower and upper level personnel.

Continuing Education and Development

Keep abreast of latest engineering advancements in respective discipline; distribute new information throughout organization to both lower and upper level personnel.

Participate in continuing education opportunities required to maintain currency in assigned engineering discipline, regulatory and other related knowledge.

May include supervisor, leadership and management training.

Relationship Building and Maintenance (Internal and External)

Has contact with other engineering personnel within the organization and with customers, contractors, suppliers, and other agencies requiring relationship building skills and persuasiveness.

The incumbent may represent the City in external organizations, task forces, and committees as appropriate. The incumbent receives limited guidance by management in addressing customer requirements that involve negotiating skills and diplomacy.

Ability to work effectively with elected officials, charter officers, department heads, and representatives of other agencies, other city employees, and the general public.

Supervision / Team Leadership / Project Direction

Provide guidance, assistance and / or interpretation to others. May provide supervision or coordination of work of one or more subordinate engineers, engineering technicians, and other support personnel who assist in specific discipline.

Manage multiple projects or a major project often with unique or controversial issues, which have an important effect on major programs.

Possibly receive oversight by management. Customarily assume responsibility for performance management when subordinates are assigned.

May receive minor oversight by a more senior engineer / utility designer that is limited in form to concept review as opposed to task delineation and calculation checking.

Ability to guide and coach engineers / utility designers and other engineering personnel.

Engineering Data Collection and Economic & Statistical Analysis

Apply knowledge of engineering economic analysis to projects or system components. Review the economic analysis and engineering recommendations prepared by others.

Determine appropriate data required as well as analyze and present complex data. Direct the data gathering tasks of Engineer / Utility Designer 1, 2 and 3.

Ability to perform involved mathematical and engineering computations.

PHYSICAL AND ENVIRONMENTAL REQUIREMENTS

To perform this job successfully, an individual must possess certain physical abilities and be able to withstand work related environmental conditions.

PHYSICAL REQUIREMENTS

May work at heights of over 100 feet on open grating or from aerial devices required.

Work may require physical strength and agility sufficient to safely perform all essential functions.

Work may require use of personal protection equipment including hearing protection, eye protection, foot protection, hand protection, and head protection.

WORK ENVIRONMENT

Work may require performance of tasks outdoors under varying climatic conditions.

Work may require exposure to hazardous conditions and noxious chemicals.

Work may require performance of tasks in extreme heat and confined areas.
