General Description
The Wyoming Department of Health is seeking a strategic and driven Business Operations Administrator to join our senior leadership team. In this high-impact role, you'll guide key initiatives that shape how healthcare is delivered across the state - from privacy and security to performance management and rural health innovation. You'll lead the Office of Privacy, Security, and Contracts (OPSC), oversee the Department's HealthStat performance management system, and help implement Wyoming's Rural Health Transformation Program established by new federal legislation.

Essential Functions

Lead high-level projects and advise leadership : Partner with the Director, Deputy Director, and senior administrators on major initiatives that shape the Department's direction. Serve as a key policy advisor on health strategy and internal legal matters.
Oversee the Office of Privacy, Security, and Contracts (OPSC) : Manage daily operations and a skilled team to ensure the Department meets all state and federal requirements related to privacy, security, contracting, rulemaking, and public information. Serve as the Department's official HIPAA Privacy and Security Officer, helping safeguard sensitive information and maintain public trust.
Drive performance improvement through HealthStat : Lead the Department's HealthStat program, coordinating performance improvement meetings, ensuring quality reporting, and helping divisions strengthen data analysis, goal-setting, and results tracking. Provide key performance insights to the Governor's Office and Legislature.
Guide Wyoming's Rural Health Transformation Program : Work with federal partners to implement new initiatives that expand access to healthcare and strengthen services in rural communities across the state.
Champion continuous improvement : Identify opportunities to streamline processes, enhance accountability, and improve how the Department delivers critical services to Wyoming residents.
Qualifications
Preferences :
Preference will be given to candidates with legal education (i.e., JD), due to the compliance, contracting, and rule review responsibilities.
Knowledge :
Knowledge of best practices in the management of large organizations;
Knowledge of health policy at the federal, state, and local levels, including specific abilities to understand the connection between law, rules and regulations, and policy;
Ability to synthesize complex information and data into actionable information for decision-makers; ability to craft products (briefs, reports, presentations, analyses) that communicate effectively with internal and external stakeholders.
