Position Summary : The Research and Acquisitions Analyst will be responsible for conducting timely, relevant research and applying appropriate data for contribution into various reports, documents, presentations, and applications as needed in order to best promote the mission of the organization. He / She must also maintain awareness of current trends affecting affordable housing for low-to-moderate income families within the service area of NeighborWorks Columbus. He / She will maintain current working knowledge of resources available for real estate development, including NSP, HOME funding, CHDO, Georgia Department of Community Affairs CHIP, NMTC, and LIHTC projects. The Analyst will have strong working knowledge of housing development, finance, and underwriting, and demonstrate the ability to work independently with government organizations, leaders, neighborhood associations, tenants, etc. He / She must be proficient in web-based funding application portals, technical writing for policy support, and be detail-oriented with strong file monitoring and compliance skills. He / She must be a team player in that they fully comprehend the importance of collaboration so that the broad-based workload of the organization can be successfully accomplished by the small, highly talented, and diverse team members.
Essential Functions
- Actively participate in a collaborative process for addressing housing goals.
- Advocate for the best interests of target neighborhoods.
- Assist in the strategic deployment of resources to benefit our customers.
- Complete and prepare required documents for property acquisition, new construction, or rehabilitation and resale.
- Complete, prepare, and submit required documents for the Georgia Department of Community Affairs (DCA) Community HOME Investment Program (CHIP).
- Complete, prepare, and submit required documents for Zoning and Variance Applications to the Columbus Consolidated Government (CCG) Planning Department.
- Investigate and resolve occasional property tax issues by working closely with the Muscogee County Tax Commissioner's Office.
- Research, develop, and write detailed Neighborhood Market Analysis documents that convey and demonstrate the viability of areas for each project.
- Assist the Grant Manager in developing and submitting proposals for both private and public funding for housing projects.
- Serve as subject matter expert for HOME and CHIP regulations and for ongoing regulatory project file compliance.
- Serve as subject matter expert in comprehension of federal regulations and the utilization of those regulations in developing documents for NWC usage (e.g., HUD Uniform Relocation Assistance and Real Property Acquisition Policies Act (URA)).
- Address issues such as zoning, utility access, easements, etc., including occasional attendance at neighborhood association meetings, zoning hearings, etc.
- Represent NWC at appropriate meetings, presentations, and community events, as needed.
- Foster and strive to maintain a highly professional and mutually respectful relationship with all staff members of the Columbus Consolidated Government (CCG) Community Reinvestment Department.

Education, Experience, and Other Skills Required
Bachelor's degree completed or in progress in the social science or community development field.At least five years' experience in housing development; experience in affordable housing a plus.Strong interpersonal and communication skills, written and verbal.Good analytical, negotiation, and problem-solving skills.Strong time and task management skills.Ability to routinely multitask for various assigned projects, which all require consistent attention.Genuine commitment and sensitivity to residents and community issues.Respect for economic and cultural diversity and experience working with diverse groups of people.Highly motivated and independent, yet team-oriented.Computer and other standard office equipment skills, working knowledge of Microsoft Office.Salary : Salary will be commensurate with experience.
