Procurement Specialist
Performs difficult administrative work assisting with the management of procurement activities, warehouse operations, stockyard, central receiving, and garage parts room; does related work as required. Work is performed under the limited supervision of the Purchasing & Warehouse Manager. Continuous supervision is exercised over Parts Room and Warehouse personnel. The Hiring Range for this position is $67,810 - $86,298 annually based on qualifications.

Assists in management of warehouse, parts room and related facilities to optimize stock locations, enhance functionality, provide for physical security of stock and allow for safe operations. Develops and manages methods and procedures for record keeping, ordering, receiving and issuing stock; and maintaining accountability.
Assist in administration and documentation of city-wide procurement card system, including documentation of all related transactions.
Assists and oversees disposal of obsolete and surplus property according to approved procedures.
Assists in management and oversight of city contract management system, including management of electronic and hard copy filing system.
Assist in managing qualified vendor file for city procurement of goods and services. Receives and handles to conclusion requisitions from departments obtaining informal quotations and issuing purchase orders.
Coordinates the purchase of supplies, materials and equipment for the City. Assemble bid documents and specifications, conduct formal and informal bids, maintaining documentation through completion of purchases and projects.
Assists in preparation of annual purchasing budget. Prepares periodic and special reports.
Conducts the affairs of Purchasing Division in absence of Purchasing & Warehouse Manager.
Evaluates and manages development of parts room and warehouse personnel.
Performs related tasks as required.
Thorough knowledge of business methods, markets and purchasing practices.
Thorough knowledge of laws relating to public purchasing, ability to write clear and concise specifications.
Thorough knowledge of standard office procedures and equipment.
Ability to express ideas clearly and concisely, orally and in writing.
Ability to establish effective working relationships with vendors, City officials and the general public.
Education / Experience : Associate's Degree in Purchasing, Business, Accounting, or related field and considerable experience in the procurement of a variety of supplies and material for a large organization including considerable supervisory experience, or equivalent combination of education and experience.
Special Requirements / Additional Information : NIMS IS 700, 100, 200 and 300 training within 12 months of hire. Certified Local Government Purchasing Officer (CLGPO), or Certified Public Purchasing Officer (CPPO), or a Certified Professional Supply Manager (CPSM) within 24 month of hire. Ability to push, pull, and lift up to 50 lbs.; ability to bend / stoop; operate office equipment and forklift; ability to interface with other departments and outside organizations.
