Ø Provide technical assistance to Operations, Maintenance and Turnaround groups on questions related to the facilities engineer's area of expertise (e.
g., pipe, valves, bolting, heat exchangers, vessels, etc.).
Ø Develop repair plans for deficient equipment / assets within the plant and adhere to internal FEVR process for procurement of fixed equipment in assigned units for both planned turnaround replacements and unplanned outages.
Ø Develop project scopes, budgets and AFE's for approval and ensure projects meet budget as well as refinery and ASME standards.
Ø Understand and use equipment standards and ASME codes to ensure compliance.
Ø Develop and implement plans and procedures required to prove and improve the integrity of fixed equipment assets.
Ø Provide strategic direction for programs and policies to improve reliability of fixed equipment, including Risk-Based Inspection (RBI), Corrosion Control Documents (CCDs), Integrity Operating Windows (IOWs), Engineering Standards and Inspection Practices, and other special focus programs and initiatives.
Ø Monitor fixed equipment integrity performance metrics and identify areas of improvement.
Ø Evaluate key fixed equipment repair / replace decisions and capital project opportunities.
Ø Lead investigations for major fixed equipment incidents and ensure effective determination of causes and corrective actions.
Ø Work with Design & Drafting group for development of piping packages and assist with construction activities, including resolving issues in the field.
Ø Provide turnaround support including pre-turnaround engineering packages as well as support during unit shutdowns.
Ø Maintain current and accurate project documentation and oversee the development of start-up manuals, operating and emergency response procedures, training programs as required.
Ø Participate in project team environment and follow-through on commitments made to others.
Ø Manage contractors for 3rd party assistance when needed.
Ø Maintain a well-organized and professional-looking work area.
Ø Perform other duties as assigned by the supervisor.
QUALIFICATIONS / REQUIREMENTS
Bachelor's degree in Mechanical Engineering or a related field.
At least 5-10+ years of experience in fixed equipment engineering in the downstream chemical processing industry or gas / oil industry. .
Knowledge of equipment standards and ASME / API codes.
Ability to work independently and manage multiple priorities.
Excellent communication and interpersonal skills.
Proficiency in Microsoft Office and project management software.
