Overview
JOB TITLE : Utility Staff Engineer (Water Distribution, Water / Wastewater Treatment). Top 3 Skills : CAD, Project Management, Utilities. Location : Lacey, WA. Duration : 6 months+. Rate Range : $58-79 / hour.
Essential Job Functions
- Assesses, analyzes, and solves problems related to job functions.
- Organizes, attends, and leads meetings relating to their primary job function with other staffmembers and public agencies to assess problems and determine solutions.
- Conducts research on existing infrastructure using databases, maps, drawings, photos, and paper files.
- Performs engineering calculations to solve well-defined problems.
- Creates solicitation documents specific to the scope of work for each project and reviews contractor or consultant bids.
- Provides updates to maps, drawings, and databases to reflect new projects or fix errors.
- Prepares data tables, graphs, cost estimations, justifications, and reports required for evaluating projects.
- Provides input, assists in planning, and prepares projects for the Company's capital budget and Utility Commission rate case filings.
- Occasionally directs the work of technicians and interns.
- Operates a provided company vehicle for travel to field locations.
- Participates in Continuous Improvement (CI) activities to improve all aspects of the Company's operations.
- Conducts project safety planning and develops project safety documentation.
- Presents information in a public forum to state or local government agencies, special districts, or local communities.
- Makes project-related decisions based on lowest life cycle cost calculations.
- Knowledge of developer application / will-serve process and agreements.
- Performs intermediate-level hydraulic calculations and assessments, including the use of hydraulic models.
- Provides support to resource management and development efforts including supply and demand analysis.
- Collects and reviews data and performs supply and demand calculations.
- Meets with districts to schedule, permit, and coordinate proposed work and projects.
- Prepares and reviews bid specifications.
- Reviews drawings and works with technicians to prepare drawings for main extension projects and / or moderately complex infrastructure improvements.
- Prepares permit submittals and communicates with permitting agencies.
- Oversees the progress of construction or consultant work, change orders, invoices, inspection / validation, and requests for Information (RFI).
- Develops and monitors the scope, schedule, and budget for assigned projects.
- Utilizes company financial software to accurately monitor project costs during and at the end of construction.
- Sizes services and meters for new customers.
- Communicates with district and / or customer related to service sizing requests.
- Reviews the legal description of easements and properties for proposed facilities.
- Responds to basic data requests from consultants developing water / wastewater system plans.
- Supports regulatory compliance.
- Performs work on-site in the assigned office location.
- Performs other duties as assigned, as appropriate for the classification.
Minimum Requirements
Bachelor of Science degree in Engineering, Construction Management, or a related field from an accredited college or university. Alternatively, 4 years of Utility Project Management experience or a Fundamentals of Engineering certificate from the applicable state would be considered equivalent to graduation.Engineering or Utility Project Management work experience.Effective written communication skills.Analytical, problem-solving, and mathematical skills necessary to complete job assignments.Technical knowledge and ability needed to complete job assignments.Valid State Driver's License.Desirable Qualifications
Knowledge of asset management principles (as applicable; required for Asset Management group).Knowledge of Computer-Aided Drafting software.Knowledge of and experience with hydraulic modeling (as applicable; required for Operations Engineering Group).Knowledge and experience with Geographic Information Systems (GIS) software.A Fundamentals of Engineering Certificate (FE).Certification as a Water Distribution or Water / WW Treatment Plant Operator.Master's Degree or other advanced specialty certification.Knowledge / Ability
Good working knowledge of English and the ability to effectively communicate with supervisors, co-workers, and the public.Ability to analyze and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.Ability to write clear and concise reports, business correspondence, and procedure manuals.Ability to effectively present information and respond to questions from managers, customers, and the general public.Ability to lead productive meetings and present in a public forum.Ability to communicate and maintain effective working relationships with those contacted in the course of work.Intermediate proficiency in word processing, spreadsheet, presentation, and e-mail applications.Proficiency in all job-related software.Ability to perform accurate, intermediate-level engineering or water supply, demand, and reliability calculations.Exercises good judgment to prioritize assignments and work in order of urgency and sensitivity.Ability to apply engineering principles and theory.Ability to apply pertinent laws, regulations, and codes applicable to primary job functions.Knowledge of water and wastewater systems.Ability to make formal and informal presentations to government agencies, company officers, and the public.Basic project management skills, including creating and monitoring schedules and budgets.Benefits Summary
