ORP Nuclear Safety Support Specialist
ProSidian seeks a ORP Nuclear Safety Support Specialist headquartered near Richland, WA 99319 to support an engagement for the DOE Office of River Protection (ORP) - an independent office at the DOE Site in eastern Washington state with the exclusive focus of remediating and solving the DOE's tank cleanup challenges. ORP's mission is to protect the Columbia River by safely cleaning up radioactive and chemical waste contained in underground storage tanks located at the DOE Site.
The ProSidian Engagement Team Members work to provide Site Technical Support Services assistance including technical support services in environmental remediation, and related technical and administrative program management support expertise and assistance in carrying out responsibilities to plan, direct and oversee design, construction, environmental remediation, cleanup and operation of government facilities to support ORP at Hanford in the Eastern Washington (Tri-Cities - Kennewick | Pasco | Richland) Area.
ORP Nuclear Safety Support Specialist Candidates shall work to support requirements for ORP Site Technical Support Services and provide Technical Support Services OBO The United States Department of Energy, Office of River Protection (ORP) at the Hanford Site for ORP Nuclear Safety in support of ORP's Technical and Regulatory Support - Nuclear Safety Division.
Deliverables
- Perform nuclear safety consulting services related to Office of River Protection (ORP) program needs, focusing on special activities, identified problem areas, and support any nuclear safety related needs by direct observation and involvement in activities such as safety or quality assurance reviews, safety inspections, and safety surveys.
- Provide reviews of Hazard Analysis (HA) data and reports to ORP procedures and DOE-STD-3009 criteria.
- Provide reviews of Accident Analysis (AA) calculations and reports to ORP procedures and DOE-STD-3009 criteria.
- Provide periodic oversight of the HA Team sessions conducted by ORP Projects to ORP procedures and DOE-STD-3009 criteria, if needed.
- Provide reviews of Documented Safety Analysis (DSA) submittals to ORP procedures and DOE-STD-3009 criteria, including reviews, accident analysis technical review, system description reviews, and review of other supporting documents (e.g., bases documents of accident analysis, credited system and components (SSC) critical characteristics and performance criteria, etc.).
- Assist review of DSA safety management programs and evaluation of support documents (e.g., Fire Hazards Analysis (FHA), Quality Assurance Plan (QAP), maintenance, etc.).
- Provide oversight of Unreviewed Safety Question (USQ) / Safety Evaluation (SE) activities, ORP project procedures and assessment of implemented ORP USQ / SE processes.
- Assist in the preparation of Safety Evaluation Reports associated with the above DSA-related activities.
- Perform similar activities to those listed above for ORP projects related to Preliminary (DSA) development and maintenance / change efforts to support specific NSD review activities.
- Attend periodic Safety Basis Review Team, Hazard Analysis, Accident Analysis and Control Selection meetings if needed to discuss ORP's nuclear safety consulting services related activities, areas to be inspected, status of open items to be reviewed, assigned ORP assessments status, as assigned.
- Provide oversight of USQ / SE activities, including WTP procedures and assessment of implemented ORP USQ / SE processes.
- When authorized by the NSD Director, consultants may work directly with ORP contractors as part of an integrated team to assist ORP contractors in producing limited scope nuclear safety documents and deliverables. Examples of documents that may be produced include Safety Strategy Summary Documents; Hazard Analysis Tables; Preliminary Documented Safety Analysis or Documented Safety Analysis chapters, appendices or addenda. Consultants will utilize procedures provided by ORP contractors to perform this work scope. Consultants who participate in the development of safety basis documents may not also review those documents due to the requirement for the reviews to be independent of the production. There are no contract deliverables associated with this sub-task because ORP contractors maintain full responsibility for the final content and delivery of safety basis documents.
Qualifications
The ORP Nuclear Safety Support Specialist shall have consecutive employment in a position with comparable responsibilities within the past five (5) years. Must be able to use a computer to communicate via email; and proficient in Microsoft Office Products (Word / Excel / Power point) and related tools and technology required for the position. Work products shall be thorough, accurate, appropriately documented, and comply with established criteria. The candidate shall ensure that duties are performed in a competent and professional manner that meets milestones / delivery schedules as outlined.
Quality Assurance Requirement : All work performed under this task order must be in compliance with the requirements set by the ORP Quality Assurance Program Description (MGT-PM-PL-04) current version.
Travel : Occasional travel may be required to attend meetings, events, site visits, or other training requirements. Travel is coordinated with the technical point of contact and approved in writing by the Contracting Officer in advance, is allowed, in accordance with Federal Travel Regulations.
