Nuclear Safety Support Specialist
Provide nuclear safety consulting services to The Department of Energy (DOE), Hanford Site, and Assistant Manager for Safety and Quality (AMSQ), Nuclear Safety Division (NSD). The Nuclear Safety Support Specialist will support the following scope activities :
The Nuclear Safety Support Specialist will be responsible for the execution of the itemized work scope below :
- Perform nuclear safety consulting services related to ORP program needs, focusing on special activities, identified problem areas, and support any nuclear safety related needs by direct observation and involvement in activities such as safety or quality assurance reviews, safety inspections, and safety surveys.
- Provide reviews of Hazard Analysis data and reports to ORP procedures and DOE-STD-3009 or DOE-STD-1228 criteria.
- Provide reviews of Accident Analysis (AA) calculations and reports to ORP procedures and DOE-STD-3009 or DOE-STD-1228 criteria.
- Provide periodic oversight of Hazard Analysis (HA) Team sessions conducted by ORP Projects to ORP procedures and DOE-STD- 3009 or DOE-STD-1228 criteria, if needed.
- Provide reviews of Documented Safety Analysis (DSA) submittals to ORP procedures and DOE-STD-3009 or DOE-STD-1228 criteria, including reviews, accident analysis technical review, system description reviews, and review of other supporting documents (e.g., bases documents of accident analysis, credited system and components (SSC) critical characteristics and performance criteria, etc.).
- Provide oversight of Unreviewed Safety Question (USQ) / Safety Evaluation activities, ORP project procedures and assessment of implemented ORP USQ / SE processes.
- Assist in the preparation of Safety Evaluation Reports associated with the above DSA-related activities.
- Perform similar activities to those listed above for ORP projects related to safety design basis development and maintenance / change efforts to support specific NSD review activities.
- Assist in performance of readiness and startup assessment activities.
- Support implementation oversight for the Chemical Safety Management Program.
- Attend periodic Safety Basis Review Team, Hazard Analysis, Accident Analysis and Control Selection meetings if needed to discuss ORP's nuclear safety consulting services related activities, areas to be inspected, status of open items to be reviewed, assigned ORP assessments status, as assigned.
- Assist review of DSA safety management programs and evaluation of support documents (e.g., FHA, QAP, maintenance, etc.).
- Provide oversight of USQ / SE activities, including WTP procedures and assessment of implemented ORP USQ / SE processes.
- When authorized by the NSD Director, consultants may work directly with ORP contractors as part of an integrated team to assist ORP contractors in producing limited scope nuclear safety documents and deliverables. Examples of documents that may be produced include :
- Safety Strategy Summary Documents
- Hazard Analysis Tables
- Safety Design Strategy documents
- Preliminary Documented Safety Analysis or Documented Safety Analysis chapters, appendices or addenda.
- Deliverables shall be accomplished in accordance with DOE procedures and directions provided by the technical monitor.
- All work performed under this task order must be in compliance with the requirements set by the Quality Assurance Implementation Plan (DOE-PPD-QA-50552) and associated implementing procedures.
Qualifications
The Nuclear Safety Support Specialist will possess the following qualifications :
BS / BA degree in engineering, science, or business management, or alternatively, an accredited high school certificate plus three (3) or more years of specialized experience in engineering, science, or business management, in addition to the requisite experience. MS / MA or PhD degree in a relevant field is considered to be 2 and 5 years of experience, respectively.Experience consulting or contributing on complex projects, including providing strategic, management, technical, or business assistance to significant projects or programs in a senior capacity and / or as a consultant.Specialized knowledge to major projects or programs.Experience working at a senior level to improve major projects and programs.Experience consulting on organizational, technical, or financial issues and assists in problem solving.Successful experience in technical or management consulting roles and proven skills in developing plans that yield positive organizational improvements.Working level knowledge of environmental compliance, safety and health, quality assurance, and nuclear safety related controls and requirements.Working level knowledge of Hanford Site mission, activities, and priorities.Working level knowledge of DOE program and project management practices, policies, and procedures.Excellent communications skills.A knowledge of MS Word, MS PowerPoint, and / or other MS Office tools.Identification of any conflicts, potential conflicts, or perceived conflicts of interest with any Hanford Site contractors.Fully vaccinated against COVID, a granted exception to vaccination for COVID, or able to meet entry and testing requirements for entrance and work in federal buildings.U.S. Citizenship.Additional Information
