CYF CSEC Youth Services Worker Allegheny County Department of Human Services, Office of Children, Youth and Families (CYF), protects children, 18 years of age and younger, from abuse and neglect and works with families to provide a safe and loving permanent home for children.
We are currently seeing a Youth Services Worker for our CSEC (Commercial Sexual Exploitation of Children) division of CYF Duties and Responsibilities A.
Report to the CYF CSEC Manager and work alongside the CSEC Survivor Advocate.
B.
Offer 24-hour support and response if notified by CSEC Manager for emergencies that may arise.
C.
Visit youth where they reside including but not limited to their home, foster homes, group home placements, juvenile placements, and residential treatment facilities.
D.
Assist and coordinate CSEC Assessments with HSAO (Human Services Organization).
Assist HSAO coordinator with on-site or in home visits when requested by assessment personnel or CSEC Manager.
E.
Research and analysis of information related to any concerns of sexual exploitation or sex trafficking of children involved in CYF.
F.
Research and analyze cases to the extent of using the USAO Task Force Operation TEN and local law enforcement when a perpetrator is suspected.
G.
Complete research and analysis throughout as cases are reviewed by FBI and local Child Victims of Human Trafficking Task Force.
H.
Schedule forensic interviews as needed and attend.
I.
Meet with caregivers of youth to train them on signs of and behaviors of exploitation.
J.
Gather evidence to bring forth charges against perpetrators by continuing interviewing process as child works through their trauma, including visiting child, if placed at a placement facility including out of county.
K.
Act as a liaison on behalf of CYF between the USAO, FBI, Homeland Security (HSI) and Detectives (including Municipal Police Depts) to bring cases to prosecution.
L.
Continue to build rapport and provide training to all Allegheny County Police Depts.
M.
Work efficiently with all service providers involved to assure all children and their family receive needed services.
N.
Participate and advocate in scheduled CSEC meetings to include the CSEC Multi-Disciplinarian Team, Inter-Agency Meetings, Complex Case Meetings, Conferencing and Teaming, and regional office staffing’s.
O.
Assist in the development and presentation of CSEC training curriculum.
P.
Attend and testify in dependency, delinquency, and criminal court hearings with youth.
Q.
On occasion, transport youth to appointments, court hearings, meetings, or placements.
R.
Document activities timely and accurately in the KIDS Computer System.
S.
Prepare written reports of all research and analytic activities.
T.
Developing, leading and maintaining reliable sources of information.
U.
Assist in locating any youth assigned to the CSEC unit that have gone AWOL or are missing.
V.
Performs special job-related projects as requested by the CYF CSEC Program Manager W.
The CSEC Youth Services Worker will be responsible for all social media and internet searches related to a Youth and their family and will coordinate with the CVHT teams to provide all information gathered in each case worked.
Minimum 5 years of experience conducting research in assisting investigations B.
A bachelor’s degree in criminology, or a related field C.
Knowledge of laws governing investigation and prosecution of criminal cases and trained in criminal investigation techniques and processes.
D.
The candidate must possess a working knowledge or resources and issues relevant to CSEC clients, including but not limited to the effects of trauma, stages of change, relapse and recovery, and SOGIE.
E.
The candidate must have an ability to communicate effectively both orally and in writing.
They should demonstrate professional demeanor in behavior, appearance, and communication.
Excellent time management skills, accountability, problem solving, principled decision-making, and critical thinking ability is required.
F.
Competent driver with a valid driving license and access to a reliable vehicle.

Basic computer skills, along with knowledge of general office related equipment and computer systems.
F.
Develop rapport with clients and working relationships with system professionals, attorneys and community members.
