Job description

Position Summary

The Engineering Manager provides strategic leadership and programmatic oversight for Englewood's emerging One Water program, directing the planning, design, and execution of water, sewer, stormwater, and innovation projects. As Englewood's One Water program is still in its early stages of development, this position offers a unique opportunity to shape, guide, and champion an integrated approach to managing the City's most vital resource. By connecting water, sewer, and stormwater systems through a holistic lens, the Engineering Manager will help establish a sustainable framework that supports community resilience, environmental stewardship, and long-term infrastructure health.

This role ensures effective coordination of all engineering and construction activities with Utilities engineering and operations staff, aligning project outcomes with organizational goals. The Engineering Manager oversees resource management, including staffing, budget planning, and resource allocation, and drives the development and implementation of Englewood's evolving One Water program.

Additionally, the Engineering Manager mentors staff in comprehensive program management and development, project planning, and implementation strategies. This position also plays a critical role in policy development and long-term planning initiatives, collaborating with the Deputy Director – Business Solutions and Engineering to shape departmental policies and guide strategic priorities.

  • Duties and Responsibilities

    Key Duties & Responsibilities

  • Project and Program Management and Oversight
  • Manages multiple simultaneous projects, encompassing the assessment, piloting, design, implementation, and construction management of capital and maintenance projects for water, sewer, and stormwater infrastructure.

  • Develops and manages a multi-year capital improvement plan, ensuring prioritization of critical projects.
  • Oversees coordination with the Mile High Flood District and other regional partners on stormwater projects, agreements, and planning efforts.
  • Ensures project alignment with operational goals, regulatory requirements, and industry standards.
  • Strategic Planning and Reporting
  • Leads strategic planning and execution of water, sewer, and stormwater capital programs.

  • Provides programmatic updates and progress reports to key stakeholders, including Englewood City Council, Water and Sewer Board, and Utilities Leadership.
  • Recommends and implements policies, ordinances, and master planning updates in coordination with city leadership.
  • Stakeholder Management
  • Oversees solicitation processes, evaluates proposals, selects contractors / consultants, and directs external consultants across engineering specialties.

  • Partners and collaborates with consultants, contractors, vendors, universities, other utilities, and regional partners.
  • Manages intergovernmental agreements (IGAs) related to capital and maintenance work.
  • Resource and Budget Management
  • Develops and manages the annual division budget for water, sewer, and stormwater programs.

  • Makes resource allocation decisions based on life-cycle costs and budget constraints.
  • Provides cost estimates for cross-divisional projects and infrastructure improvements

  • Supervises and mentors engineering staff, fostering professional growth through coaching, training, and development.

  • Promotes cross-divisional collaboration, teamwork, and coordination between water, sewer, and stormwater programs.

  • Required Minimum Qualifications

    Education, License, Certification, and Work Experience

  • Bachelor's Degree in Environmental Engineering, Civil Engineering, or related engineering field.
  • Minimum eight (8) to 15 years of experience in water, sewer, or stormwater engineering.
  • Minimum four (4) years' experience supervising project technical staff.
  • State of Colorado Professional Engineer license required.
  • Project Management Professional (PMP) certification preferred.
  • Valid Colorado driver's license and a clear or acceptable MVR.
  • An equivalent combination of education, training and relevant job experience may be substituted.
  • Working Conditions and Physical Requirements

    Office Environment – Work is performed in a office environment, requiring sitting for extended periods of time, and occasional light lifting (up to 15 lbs.). Job requires visual and physical capabilities to work on computers and associated equipment for prolonged periods of time (4-6 hours daily).

    Field Work – Work may be performed on construction sites where there may be exposure to dust, noise, traffic, and moving construction equipment.

    $109,186 - $163,778 / Annual Salary
