Security Program Manager

This position will assist with maintaining and improving the County-wide security and emergency preparedness programs and ensuring the protection of County employees, contractors and vendors as well as assets enterprise wide. The position will also create or strengthen external partnerships with local and state law enforcement, federal agencies as well as third party vendors. Must be able to respond to and manage security incidents, address employee concerns and implement necessary security measures to create a safe and secure environment for Mecklenburg County or Charlotte-Mecklenburg Library employees and facilities. This position will manage and oversee security guard contracts. The Security Program Manager is responsible for management of essential functions as assigned by the Security Director according to position vacancy and overall team needs. Reports directly to Security Director.

Essential Functions

  • Develop and review safety manuals and policies to ensure compliance with federal, state and local mandates; and provides information to staff and answers general questions
  • Oversee emergency preparedness programs and serve on safety committees; communicate emergency preparedness and security awareness; and work with contractors to improve existing programs and ensures they are following all County policies
  • Inspect County facilities and ensure employees have direction and procedures in place should an emergency occur; and conducts evacuation drills
  • Establish and present training programs for County employees so they understand the importance of all emergencies preparedness and security policies and procedures
  • Monitors and conducts security assessments and audits to ensure security of personnel and assets including physical property and inventory
  • Ensure Post Orders have been developed by the guard company for each guard post and posted guards are complying with those orders
  • Maintain a complete view of guard-like service needs across the County and evaluates and determines appropriate assignment of guard service personnel for cost-effective and efficient operations
  • Coordinate security personnel assignments and incident response of contracted security officers for calls for service and alarm annunciations to County facilities
  • Conduct audit compliance checks and security risk assessments and writes detailed findings
  • Establish and maintain partnerships with local law enforcement, and work with private security firms and contractors : building partnerships, and identify areas for improvement during compliance audits as needed
  • Manage contracts which will entail working to ensure that the terms and conditions contained within the contract is adhered to and that all of a party's contractual obligations are met satisfactorily
  • Oversee third party cash deposit transportation services
  • Conduct investigations involving safety and security incidents related to County or Library employees or facilities
  • Make critical decisions as necessary for the protection of staff and assets when the Security Director is unavailable
  • Project Manager of assigned security projects or contracted security services
  • Coordinate with Park & Recreation leadership for event or site security services
  • Review, approve and oversee all security plans for County programs and events
  • Be available 24x7 to provide support and response for critical incidents and events, as needed

Minimum Qualifications

  • Experience : Minimum of six years of experience working Security, Law Enforcement or Military to include at least three years in a supervisory or management role, OR 10 years of experience working Security, Law Enforcement or Military experience to include at least three years in a supervisory or management role in lieu of a degree.
  • Education : Bachelor's degree in Business, Security Management, Criminal Justice, or a closely related field.
  • Preferred Qualifications

  • Bachelor's degree in Business, Security Management, Criminal Justice, or a closely related.
  • ASIS internationally accredited certifications in : Certified Protection Professional (CPP) Professional Certified Investigator (PCI) or Physical Security Professional (PSP)
  • Experience with risk management
  • Experience and demonstrated skill in conducting research, investigations, and assessments
  • Demonstrated ability to work with people of varied backgrounds and objectives.
  • Knowledge, Skills and Abilities

  • Knowledge of Security industry best practices to include risk assessment methodologies, crime prevention through environmental design, event security planning and implementation, physical security design and project management, emergency preparedness
  • OSHA regulations, Fair Labor Standards Act, Americans with Disabilities Act, laws regulating the bid and contract process on government facilities along with county, state and federal policies
  • Negotiating, writing and enforcing contracts
  • Interviewing both employees and contractors to perform security installs or services , working with employees and conducting general day-to-day security related business
  • Good customer relations, communication and interpersonal skills
  • Effective problem solving, decision making and organizational skills are imperative
  • Ability to review facility drawings and develop comprehensive safety and security designs and overall security plan with knowledge of cost estimating needed to ensure implementation
  • Possess strong organizational skills and attention to detail

  • Intermediate in various computer programs including Microsoft Office Suite
