Second St., Tucson, AZ 85721 USA Position Highlights The Arizona Transportation Institute (AzTI), established by the three state universities (University of Arizona, Arizona State University, and Northern Arizona University) in 2024, is to serve as a collaborative platform to manage and oversee the allocation and utilization of federal research funds provided through ADOT.

AzTI, led by UArizona, is charged with the responsibility of carrying out transportation research processes that will support transportation research needs for ADOT, and for the State of Arizona.

The research will produce useful information and recommendations that can address transportation concerns for ADOT, local jurisdictions, other states, and researchers, and will support the development and operations of an integrated, multimodal transportation system that facilitates the efficient, economic movement of people and goods, and supports community development and social goals.

AzTI is looking for a Research Program Manager to communicate with all entities (faculty, researchers, and regulatory agencies), manage processes related to quarterly deliverables, and supervise the Insitute's staff as it is established.

This individual will monitor data and document storage to assure timely submission of reports, assist with budget management, and with scope of work oversight.

The incumbent will also organize and coordinate retreats and meetings throughout Arizona.

Duties & Responsibilities

  • Oversee the financial reports for the funding agency, in accordance with specified guidelines, to assure effectiveness of program, and work in conjunction with the Grants and Contract administrator as needed for elevated issues.
  • Review expenditures utilizing actual expenses and projection of expenses, and analyze details to ensure compliance with University of Arizona and sponsor policy.
  • Advise leadership on solutions for financial and budgetary issues and concerns requiring review, analysis, breakdown, and on resolutions to ensure compliance.
  • Provide monthly reviews of expenditures utilizing actual expenses and projection of expenses. Analyzes details to ensure compliance with University of Arizona and AzTI policy.

Address issues and make adjustments to meet Center goals.

  • Work closely with ADOT project managers and Principal Investigators (PIs) at the three State universities to ensure the quality of each project by monitoring project budget expenditures and timeline.
  • Accountable for developing and implementing operational plans and policies for a program, functional area, or work unit.

Decisions have a direct impact on the operational area and may have indirect impact on related areas.

  • Work in conjunction with the Web Content Manager (, CATS Database Administrator) on project status and latest data to ensure the website information, such as research guides and project documentation, is up to date.
  • Responsible for reviewing the effectiveness of programs, projects, or systems within own group / function, and creatively determining solutions.
  • Review scope of work, tasks, and deliverables across all projects.
  • Monitor and evaluate the progress of all projects, and ensure quarterly and annual reports are prepared in accordance with AzTI requirements, and received in a timely manner.
  • Prepare administrative reports on program activities, progress, status, or other special reports for distribution to stakeholders, including technical reports and program accomplishments.
  • Provide guidance to employees, colleagues, and clients on solutions, improvements, compliance, and implementation.
  • May work to justify and gain cooperation of other parties on policies, standards and processes.
  • Communicate directly with outside stakeholders and regulatory agencies, and with College and Department leadership.
  • Oversee communication technologies such as the website, publications, reports, etc., and organize and archive the data.
  • Supervise two or more full-time employees, or their equivalent, on a regular basis.
  • Responsible for hiring, training, scheduling, feedback, evaluations, payroll and disciplinary processes for staff supervised.
  • Plan, execute, and attend the AzTI meetings, as well as related workshops, meetings, and conferences. This includes coordinating logistics, scheduling, and participant communication.
  • Additional duties as assigned.

Knowledge, Skills, and Abilities

  • Ability to work proactively and efficiently both independently and as part of a team.
  • Skilled in independently solving issues.
  • Ability to work in a research environment with a diverse team (internal and external)
  • Excellent written and verbal communication skills.
  • Strong working knowledge of Excel and other Microsoft Office software.

Minimum Qualifications

  • Bachelor's degree or equivalent advanced learning attained through professional level experience required.
  • Minimum of 5 years of related work experience, including 2 years of managerial experience, or equivalent combination of education and work experience.
  • Must have a valid driver’s license and ability to drive according to the University Fleet Safety Policy .

Preferred Qualifications

  • Experience in the field of transportation.
  • Demonstrated ability to interact professionally and effectively with investigators, sponsors, stakeholders, and regulatory agencies.
