Description of Job
The position is responsible for managing two business programs :
Renewable Energy : The position determines whether leasing state trust land for the development of renewable energy projects is in the best interest of the trusts and if so, how the State Land Board will structure a lease agreement, what risk management and stewardship provisions should be incorporated and how much it will charge for the lease. This program is established and growing at a rapid pace. The agency currently has approximately 657 megawatts of installed wind and solar capacity located on its land. The position will grow the program, write business plans and policies related to the program, and represent the SLB with all stakeholders while developing networks within the industry.
Geologic Carbon Capture & Storage / Sequestration (CCS) : The position will develop and manage CCS by determining whether leasing state trust land for the development of geologic carbon capture storage projects is in the best interest of the trusts and if so, how the State Land Board will structure a lease agreement, what risk management and stewardship provisions should be incorporated and how much it will charge for the lease. This program is in its nascent stages. This position will build the program by developing and managing the CCS policies, writing the CCS business plan, creating CCS leasing forms, marketing the program to solicit CCS projects and pursuing known and foreseeable opportunities for the long-term development of the program. The position represents the mission and work of SLB in meetings with other State Agencies such as ECMC and the Colorado Energy Office, and with partners and stakeholders as they seek input on developing policy and regulations around CCS.

Minimum Qualifications :
Experience Only :
Eight (8) years of relevant leadership experience in the creation and / or management of renewable energy businesses and the leasing and contracts that support it.
OR -
Education and Experience :
A combination of related education and / or relevant experience in an occupation related to the work assigned equal to eight (8) years, including the development and management of renewable energy leasing businesses.
Acceptable degrees include Bachelor's (substitutes for 4 years of experience) and / or Master's (substitutes for 2 years experience) degrees in Business, Engineering, Geosciences or closely related field.

Preferred Qualifications :
Current or former State experience relevant to this position
Demonstrated success in building and leading renewable energy and / or CCS or closely related portfolios of business
Demonstrated success in the development and / or management of portfolios of land use contracts including rights of way used to support large scale projects
Technical familiarity with the science and engineering of renewable energy and / or carbon management including capture (direct air, post-combustion, etc.), transport, injection and long term storage
Working knowledge of Colorado and Federal regulatory frameworks, including ECMC and FERC authority and relevant regulations and tax credits
Working knowledge of GIS mapping systems, preferably ARCGIS Pro
Solid personal business acumen including strategic business development, asset pricing, and project management within energy or environmental sectors, and bias for action

A current and valid Driver's license is required for operating a state vehicle and occasional travel is anticipated.
