ACLU-WA is seeking a full-time Electoral Program Manager to support the advancement of the ACLU-WA’s civil liberties and civil rights legislative agenda through nonpartisan electoral advocacy, voter education, and community engagement in key state legislative districts.
The Electoral Program Manager also supports lobbying in the state capitol during the legislative session, with a focus on specific legislative districts.
In collaboration with the Legislative Director, the Electoral Program Manager will provide consultation to staff across the ACLU-WA in the development and implementation of electoral strategy and tactics.
DUTIES & RESPONSIBILITIES Lead the ACLU-WA’s efforts to prioritize and implement strategies to make civil rights and civil liberties key electoral issues in specified legislative districts. Build a consistent presence in specified legislative districts; cultivate strong partnerships with local leaders, community-based organizations and ACLU-WA supporters or potential supporters.
Develop and execute campaign plans for nonpartisan electoral advocacy, including voter engagement and education campaigns, communications, and volunteer mobilization.
Lead planning and execution of training and other events to increase community members’ understanding of and engagement with civil rights and civil liberties impacting the specified legislative districts.
Identify, cultivate, and steward volunteers to help elevate the importance of civil rights and civil liberties issues during electoral season.
Develop and ensure successful execution of volunteer engagement opportunities.
Assist with the development of nonpartisan voter education resources.
Work in Olympia during legislative session to support the ACLU-WA’s legislative agenda, with a focus on engaging lawmakers from key legislative districts or supporting campaigns that are critical in the specified legislative districts. Learn and persuasively communicate the ACLU-WA’s program priorities and positions. In consultation with the Legislative Director and Legislative Advocate, respond to requests for ACLU-WA perspectives, exercising discretion with confidential information, and providing clear, nonpartisan, fact-based analysis and resources.
Assist with the development of the ACLU-WA’s state legislative campaign goals and the creation of strategies and messaging to advance them in Olympia.
Attend committee hearings, take notes, testify, and provide political analysis and information to ACLU-WA policy, communications, political and legal staff.
Attend various ACLU-WA functions and handle other projects as assigned.
Maintain strong relationships with community organizations, advocacy groups, and stakeholders in key legislative districts to advance ACLU-WA’s civil liberties and civil rights priorities.
Coordinate nonpartisan electoral advocacy efforts, including voter education initiatives and district-level engagement strategies.
Serve as a trusted partner and consultant to external coalitions, providing guidance on electoral strategy and tactics aligned with ACLU-WA’s civil liberties, civil rights priorities, our mission and values.
Represent ACLU-WA in meetings, forums, and public events to promote civic participation and legislative engagement.
Collaborate with partners to identify opportunities for joint advocacy, resource sharing, and community mobilization during electoral cycles.
Engage with media as external spokesperson for the ACLU-WA as assigned.
In coordination with the Legislative Director and ACLU-WA staff, work to ensure strategic alignment of electoral advocacy and legislative priorities.
Work with the Legislative Specialist to monitor electoral landscape and provide timely and relevant information to the Legislative Director, Legislative Advocate, and other ACLU-WA staff, in key legislative districts.
Collaborate with the Legislative Director and Legislative Advocate to identify key legislative districts for electoral engagement and integrate electoral strategy with lobbying efforts.
Serve as an internal consultant on electoral strategy, providing analysis of legislators, legislative districts, and the potential impact of policy priorities on electoral outcomes in coordination with the Legislative Director.
Collaborate with the ACLU-WA team to support voter education and community engagement initiatives in specified districts.
Create templates for electoral program plans, power maps, Teams and other tools used to facilitate cross-departmental collaboration on electoral program strategy and related organizing and communications campaigns in consultation with the Legislative Specialist.
Support the development of internal cross-departmental legislative campaign plans and integrate with internal and coalition campaign plans to advance legislative priorities.
Utilize various communication and project management platforms to build team unity, clear communication, and cohesive data management.
Develop and implement advocacy strategies that center the voices and lived experiences of communities directly impacted by structural oppression.
EXPERIENCE & QUALIFICATIONS Minimum of two (2) years of experience with electoral campaigning, including issue and / or candidate campaign management experience or independent expenditure campaigns.
Experience designing campaign strategy and executing campaign plans.
Knowledge of and demonstrated commitment to civil rights and civil liberties.
An understanding of justice issues and experience with the development and implementation of advocacy strategies that center the voices and lived experiences of directly affected communities.
Successful experience working in collaboration and coalition with allies from diverse backgrounds; a depth of understanding and experience with the nuances and potential conflicts inherent in collaborating across communities, especially when those communities have experienced marginalization and are directly impacted by constantly shifting potential outcomes.
Excellent relationship skills to develop allies and to facilitate communication and collaboration among them.
Demonstrated ability to work with groups and individuals across the political spectrum.
Deep familiarity with the legislative process and the development of legislative strategy.
Demonstrated ability to lead issue advocacy in a state legislature; the ability to assess political dynamics, develop and support execution of effective campaign plans, identify necessary pivots, and maintain relationships with decision makers, key staff, advocates, and community partners throughout.
Excellent verbal and written communication skills; a “quick study” on an array of dynamic issues.
Ability to stay organized in a fast-paced environment both in the office and on the road, to manage several projects simultaneously, and to adjust to frequently changing needs.
A track record of sound judgment with the ability to maintain confidentiality.
Demonstrated experience executing and adjusting strategy to advance a legislative proposal from beginning to end.
Experience as a registered lobbyist engaging with decision makers strongly preferred.
Experience and knowledge of civil rights, civil liberties, criminal legal system reform, democracy reform, individual rights and personal autonomy (including health care, education, and technology / surveillance issues), and / or racial and economic justice is strongly preferred.
