Overview
The City of Renton is recruiting to fill a Civil Engineer 2 / 3 vacancy in the Transportation Systems Division of the Public Works Department. The Transportation Systems Division includes the Traffic Operations & Signal section, Roadway Design and Bridge section, and Transportation Planning section. This position is in the Transportation Planning section and will play a key role in initiatives such as developing the city's capital projects for its emerging Vision Zero safety action plan; leading development review of private development projects; leading planning-level and conceptual development of capital roadway projects including planning-level cost estimates and delivery methods; leading nonmotorized and multimodal design projects; administering grants and reports; capital budget planning; and coordinating capital project program delivery. In general, the Civil Engineer 2 / 3 performs design and systems operation-oriented tasks supporting the Transportation division.
Responsibilities
- Assist in managing and / or participating in large-scale engineering plans and studies, developing timelines, specifications, and project objectives; monitor progress and provide periodic reports.
- Provide technical support and assist in management of project grants; manage delivery of multiple small to midscale projects and monitor scope, schedule, and budget; coordinate and oversee project teams.
- Participate in consultant selection, negotiate agreements, monitor progress and expenditures, and ensure deliverables meet objectives and standards.
- Coordinate with city project teams and stakeholders to ensure designs meet needs; participate in public outreach and present information to the City Council and the public as needed.
- Lead design teams and / or capital construction design for transportation and utility projects; prepare and review plans, specifications, cost estimates, and final construction bid documents for small to midscale projects; assist with larger projects.
- Coordinate property rights acquisition and obtain required city, county, state, and federal permits, including environmental documentation; support federal permits as applicable.
- Provide technical engineering support to construction teams; facilitate communications with the Engineer of Record and stakeholders; manage project budget and oversee payments to contractors.
- Review plans and drawings for compliance with City ordinances and policies; ensure designs conform to standards and regulations.
- Develop and update city design standard plans, specifications, ordinances, and operating procedures; represent the department on committees and as needed; liaise with staff, other departments, agencies and community groups.
- Support major City policies, administer agreements and contracts with public agencies and private organizations; contribute to teamwork and equity / inclusion; stay current with relevant technological advancements.
- Perform related duties and be available to support critical city priorities during emergencies.
Transportation Systems Engineer Functions Also Include
Perform design work of roadway, bikeway / walkway, and intersection improvement projects and facilitate project delivery according to grants and public expectations.Assist in consultant selection, monitor progress and expenditures, and provide project management and technical direction to consultants.Lead coordination among city teams, other departments, outside agencies and stakeholders; provide leadership in public outreach and community involvement.Obtain required city, state, and federal permits and environmental documentation when applicable; facilitate grant applications and execution.Be an active member of the project construction team; manage communications with the Engineer of Record and stakeholders; assist in managing the project budget during construction.Contribute to transportation elements of planning documents and policy development; support the implementation of major City policies and administers contracts with public / private partners.Coordinate with staff and community groups as needed.Traffic signal timing, controller programming, review of traffic control plans, and development of City transportation standards and specifications.Education, Experience, and License Requirements
Standard requirements for all levels :
Bachelor's degree in Civil Engineering or related field.Valid driver's license.Successful passing of a background check and driving record check.Civil Engineer 2 : Minimum 2 years of civil engineering experience, or minimum 6 years of relevant education and experience.Civil Engineer 3 : Minimum 4 years of increasingly responsible civil engineering experience, or minimum 8 years combined relevant education and experience.Physical Demands
Drive to offsite locations and move around City facilities.Operate a computer and office equipment; communicate with City employees and residents.Lift or move items up to 10 pounds occasionally.Work Environment
Office and outdoor work in all weather conditions; exposure to high voltage, hazardous materials, heights, and noise from equipment.Evening and / or weekend hours may be required; some night meetings.Telework Program
The City supports hybrid work where duties allow remote work. This position may be eligible for telework up to 2 days remote, based on operational needs. City residents must live in Washington State and be within a reasonable distance to respond to workplace reporting requirements.
