Manager of It Governance, Policy, and Standards

The Information Technology department within Facilities and Business Operations is seeking to hire a Manager of IT Governance, Policy, and Standards. This leadership role, reporting to the Deputy CIO, will oversee the development and management of UCF's enterprise IT governance framework, ensuring alignment with institutional strategy, operational needs, and compliance requirements.

Responsibilities :
Enterprise IT Governance and Strategy
- Develop and oversee the structure and operational processes for IT governance committees and working groups, including defining charters, membership roles, decision-making authority, and escalation protocols.
- Facilitate governance meetings, ensuring accurate documentation of discussions, decisions, and follow-up actions.
- Translate university and IT strategic goals into actionable governance priorities and roadmaps.
- Monitor adherence to the governance framework and regularly report its effectiveness to the Deputy CIO and executive leadership.
Policy and Standards Development
Lead the full lifecycle of IT policies, standards, and guidelinesfrom initial drafting through formal approval, communication, and ongoing review.Ensure all policies are comprehensive, enforceable, and compliant with applicable federal, state, and institutional regulations (e.g., FERPA, HIPAA, PCI-DSS, Florida statutes).Collaborate with the Information Security Office, Legal Counsel, and Internal Audit to embed security and compliance requirements into policy development.Establish and manage a formal process for reviewing and approving policy exception requests, ensuring consistent evaluation and risk assessment.Compliance and Communication
Design and implement a university-wide communication and awareness strategy to promote understanding of IT policies, standards, and responsibilities.Maintain a centralized, version-controlled repository of all official IT governance documentation, ensuring accessibility and accuracy.Serve as a subject matter expert to IT and university teams on policy interpretation and compliance best practices.Support risk management efforts by ensuring governance frameworks proactively address emerging IT risks.Minimum Qualifications : Bachelor's degree and 6 years of relevant experience; or High School Diploma (or equivalent) and 10 years of relevant experience, or an equivalent combination of education and experience pursuant to Fla. Stat. 112.219(6).
Preferred Qualifications :
8+ years of progressive experience in IT governance, policy development, compliance, or enterprise IT strategy.2+ years leadership experience in complex and / or unstructured environments, including conflict management, negotiation, and building consensus.Exceptional communication and stakeholder engagement skills, with the ability to influence at all levels of the organization.Demonstrated experience leading cross-functional governance initiatives in a large, complex organization.Experience collaborating with legal, audit, and information security teams to ensure policy alignment and compliance.Well-versed in business case development, analysis of alternatives, and communications of program, resource, and operational risks.Familiarity with higher education IT environments and governance structures.Master's degree in Public Administration, Business, Information Technology, or a related field.Experience managing policy exception processes and contributing to enterprise risk management strategies.Proficiency in project management and documentation tools used for policy lifecycle and governance tracking.Strong understanding of regulatory frameworks such as FERPA, HIPAA, PCI-DSS, and Florida state IT regulations.Proven ability to develop and manage policies, standards, and procedures across diverse technical domains.Special Instructions to the Applicants : The anticipated salary range for this position is $89,076 to $105,000. The final salary will be determined based on the candidate's qualifications, experience, and internal equity considerations.

Position requires a valid class E driver's license. The position may involve driving to various locations on and off campus to conduct University business.
