Administrative Assistant 4 - Finance Division

Camp Murray, WA

The Washington Military Department (WMD) is seeking an organized, proactive, critical thinking, creative, positive, and motivated professional to join the Finance Division. Reporting to the Finance Director, this position serves as the confidential executive assistant to the Finance Director and provides direct administrative support to Finance Division staff, the Intergovernmental Affairs and Policy Division (IGAP), and the WMD Chief of Staff. Additionally, this position is responsible to oversee the department's mail management program and supervises the Mail Processing Manager.

This is a civilian position and does not require military service affiliation.

Duties

Responsibilities include :

  • Provide administrative support to the Finance Director and units within the Finance Division, as well as the Intergovernmental Affairs and Policy (IGAP) Division and the WMD Chief of Staff in support of state initiatives.
  • Build and maintain the Finance Division's SharePoint pages and information management resources.
  • Purchase goods and services on behalf of the Finance Division and other units within the agency.
  • Serve as asset custodian for the Finance Division, coordinating inventory verification periodically and backing up the Inventory Control Officer as necessary.
  • Oversee and coordinate the retention, management, and disposition of Finance Division records as the division records coordinator.
  • Supervise the Mail Processing Manager and oversees the agency's mail management program.

Qualifications

REQUIRED QUALIFICATIONS

  • High School Graduation or GED, and
  • Four years of progressively responsible experience in office / clerical, secretarial, bookkeeping, accounting, or general administrative work., and
  • One year of lead and / or supervisory experience.
  • College level education in business or related field may substitute for the experience requirement on a one year of experience is equivalent to two years of education.

  • Skills, Abilities and Competencies :

  • Coordinate office operations, establish office procedures, review information; maintain office supply inventory; and manage records.
  • Prioritize and perform multiple tasks in the same timeframe, handle interruptions appropriately, and return to incomplete tasks.
  • Organize and prioritize work, devoting adequate time and attention to individual tasks. Transitions easily between tasks, responding quickly and efficiently to work requests.
  • Provide excellent customer service to vendors, project staff, local jurisdictions, and other customers as needed.
  • Ability to take action to meet the needs of others.
  • Ability to take action to learn and grow.
  • Use Microsoft Office Suite (Word, Outlook, Excel, PowerPoint, SharePoint) to develop documents in support of program requirements.
  • Knowledge of :

  • State Financial Systems - Familiarity with the State of Washington accounting / budget systems, such as Enterprise Reporting, Fiscal Note System, Agency Budget System, Capital Asset Management System, etc.

    Compensation : Wage / salary depends on qualifications or rules of promotion.

    CONDITIONS OF EMPLOYMENT

    Background Investigation : Must successfully complete the appropriate background checks required for employment. Must be willing to sign releases of information and shall not have access to any investigative materials and files. The processing of background checks can take up to six months post-employment. Failure to successfully pass a background check may be cause for termination.

    Driver's License :

  • Valid to drive in the State of Washington.
  • Must meet requirements of the REAL ID Act. This is required for base access and will be required upon hire.
  • Military Facility : Willingness to work on a Military Controlled Access Installation.

    Camp Murray utilizes the Defense Biometric Identification System (DBIDS) for entry to the installation. Must meet access requirements / background check which can be found in the ). This includes possession of an Enhanced Driver's License, or other REAL ID Compliant Identification.

    Union Shop Provision : This position is non-represented and will follow the provisions of the Washington Administrative Code (WAC).

    Work Hours : The standard work schedule is Monday through Friday, 8 hours a day, or a four-day per week schedule, 10 hours per day, with either Mondays or Fridays off. The actual work hours will be established between the employee and supervisor and will start no earlier than 6 : 00am and end no later than 6 : 00pm.

    Telework : This position may be eligible for some telework. The incumbent will work with their supervisor to identify an appropriate work schedule and balance between remote and in person work based on operational need and employee preference. Reporting to the workstation for work activities and participating in in-person meetings is required.

    Emergency Assignment : Upon activation of the State Emergency Operations Center (SEOC) or Joint Field Office (JFO), incumbent may be required to work in an alternate location with rotating shifts, including weekends and evenings, in a highly stressful and fast-paced environment.

    Travel : Limited travel may be required. This may include overnight stays.

    Insurance Benefits

    Employees and their families are covered by medical (including vision), dental and basic life insurance. There are multiple medical plans with affordable monthly premiums that offer coverage throughout the state.

    Staff are eligible to enroll each year in a medical flexible spending account which enables them to use tax-deferred dollars toward their health care expenses. Employees are also covered by basic life and long-term disability insurance, with the option to purchase additional coverage amounts.

    The Washington State Employee Assistance Program promotes the health and well-being of employees.

    Retirement and Deferred Compensation

    State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.

    Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

    Social Security

    All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

    Public Service Loan Forgiveness

    If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

    Holidays

    Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

    Note : Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

    Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

    Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

    Sick Leave

    Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

    Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

    Vacation (Annual Leave)

    Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

    Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

    Pay status includes hours worked, time on paid leave and paid holiday.

    As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and / or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

    Note : Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

    Military Leave

    Washington State supports members of the armed forces with 21 days paid military leave per year.

    Bereavement Leave

    Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
