Job description

Executive Community Health Nursing Director

This is an open competitive Executive Community Health Nursing Director with the Florida Department of Health in Lee County. This position is responsible for the overall administration of the Florida Department of Health in Lee County's Community Health division. This position requires initiative and independent judgment. Essential to this position is the ability to provide leadership, project the philosophy of nursing, assure nursing standards are observed, and ensure quality services are provided. The incumbent initiates and administers a budget for the nursing program. The incumbent is responsible for analyzing and planning for present and projected needs in accordance with agency objectives, community needs and available resources.

This position spends more than 50% of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets. This position is under the supervision of the County Health Department Administrator.

Assumes overall general accountability and responsibility for the quality of nursing services by hiring qualified staff that reflect public health understanding, goals and objectives. Oversees the recruitment, employment and assignment of personnel to nursing services and, with the input of the supervisors, recommends transfers, promotions or separations from service. Assures that nursing care policies and procedures are reviewed and updated on a regular basis and are consistent with the law and the community health nursing practice standards.

Initiates and administers a budget that carries out the nursing program. Involves the supervisors and nursing program specialists with budget planning including material or OCO requests, new staff, and other anticipated or observed needs. Assures that quality nursing services are provided in a safe and efficient environment. Addresses number of FTEs, number of client services, cost per service, income and satisfaction through observation, surveys, and the utilization of reports generated on site or through the CIS / HMC program.

Attends top level management meetings and participates in the planning, implementing, evaluating, and re-evaluating of policies, procedures, standards, resources, productivity, client satisfaction, and quality measures with all departments attending. Able to be cooperative, flexible, negotiable, and creative in developing budgets, new programs, agency objectives, standards, and business plans in cooperation with all departments. Actively participates in the disaster planning process.

Provides direction in the planning and implementation of in-service education, continuing education programs, and orientation programs to meet the professional growth of public health nurses. Plans opportunities for professional staff development to assure continuing sources of nursing leadership such as leadership programs through the university, and counsels nurses about advanced education. Provides university students with preceptors on staff that are qualified and willing to participate. Has a regular meeting with nursing managers to provide new information and keep managers knowledgeable about each other's programs.

Participates and assumes leadership roles in professional organizations. Interacts with the local universities as a member of advisory boards. Represents the health department when asked to provide programs, talks, or when the administrator requests. Involved with community groups as requested, needed or deemed appropriate. Encourages careers in public health. Provides for and assists with clinical experience for nursing students within confines of contractual agreements.

Information Owner : This position has the responsibility of being the Information Owner for the following information sets : Community Health Administration, HIV Testing, Nurse Family Partnership, STD Clinic, STD / HIV Surveillance, and will perform related duties as defined in DOHP 50-10. Performs other duties as assigned.

Licensure / registration / certification requirements :

  • Registered Nurse Florida Statute 464, Florida Administrative Code 210-8.27
  • Autonomous APRN License -Section 464.0123
  • Other job-related requirements :

  • Incumbent may be required to work before, during and / or beyond normal work hours or days in the event of an emergency. Emergency duty required of the incumbent includes working in special needs or Red Cross shelters, or performing other emergency duties including, but not limited to, responses to threats involving any disaster or threat of disaster, man-made or natural.
  • Required to maintain a current Basic Life Support CPR with AED (BLS) certification.
  • This position will abide by all state and federal laws, rules, and DOH policies and procedures.
  • Selected immunizations or titers and / or periodic screening for tuberculosis may be recommended for this position.
  • Incumbent must possess a valid Florida Driver License and have a reliable motor vehicle to carry out these duties.
  • Transporting Confidential Information : This position is authorized to transport confidential information outside of established DOH- Lee facilities and must comply with parameters defined in DOH 50-10.
  • This position is classified as sensitive. This individual will perform tasks defined as sensitive and handles confidential information. Background screening is a condition of employment.
  • Working hours : (A) Daily from 8 : 00 A.M. to 5 : 00 P.M. (B) Total hours in workweek 40 (C) Explain any variation in work (split shift, rotation, etc.) May be required to work additional hours as needed.
