Job description

The Human Services Agency (HSA) of the County of San Mateo is seeking qualified candidates for two term Human Services Analyst II positions in its Center on Homelessness (COH) branch. The Center on Homelessness contracts with community-based organizations to provide a range of services to unhoused County residents, from outreach and engagement, to shelter and case management, and matching to various housing resources. COH provides system oversight, coordination, and planning for the system of care, and manages local, state, and federal grant programs supporting these services.

The two Human Services Analyst II positions will have different working titles and responsibilities as follows :

  • Human Services Data Analyst : The Human Services Analyst II position with a working title of Human Services Data Analyst will be an integral part of COH’s Data and Evaluation unit COH’s Data and Evaluation unit manages, maintains, analyzes, and reports on human services data, including the County’s Homeless Management Information System (HMIS) and other sources of information on the County’s low-income, unhoused, and unsheltered populations. COH makes active use of data to inform, update, and improve the provision of services, and reports frequently to funders, stakeholders, and County leadership. The Human Services Data Analyst will complete data cleaning, conduct data analysis and create reports to identify trends, identify client service needs, create user-friendly data for homeless service providers, evaluate program outcomes, comply with state and federal reporting requirements, and enhance the homeless system of care. The Human Services Data Analyst will also act as a liaison and provide training and technical assistance to community-based organizations that enter data into HMIS.
  • Grants and Contracts Analyst : The Human Services Analyst II position with a working title of Grants and Contracts Analyst will be the lead grant administrator for the Homeless Housing, Assistance and Prevention (HHAP) grants. HHAP is a series of six rounds of state grants that are utilized to fund numerous programs to assist people experiencing homelessness to move into housing. The types of services that HHAP supports include homeless shelters, case management for people who are unsheltered, rapid re-housing, and others. The Grants and Contracts Analyst will ensure grant compliance, conduct grant planning and tracking, and complete reporting on grant activities. This position will also be the contract monitor for a number of contracts for homeless services, and will collaborate closely with community-based contracted providers to track service delivery, collaboratively address challenges and work to maximize outcomes, review expenditures, and ensure compliance with contract requirements.

  • Working knowledge of social and economic issues relevant to low-income populations and communities, especially homeless crisis response systems and safety net services.

  • Flexible, deadline-driven, and customer service orientation.
  • Excellent attention to detail.
  • Ability to learn new information, systems, and processes quickly.
  • Proficiency in computer systems and applications, particularly data and presentation tools in Microsoft Windows and the Microsoft Office suite (Excel and PowerPoint).
  • Additionally, for the Human Services Data Analyst :
  • Experience and interest in data analysis, reporting, and quality monitoring.

  • Experience in performance measurement and evaluation.
  • Familiarity with relevant applications including Bitfocus Clarity and / or other Homeless Management Information Systems (HMIS), and Microsoft Project.
  • Additionally, for the Grants and Contracts Analyst :
  • Experience in grant administration.
  • Experience in contract development and monitoring.
  • This recruitment may be utilized to fill other Limited Term Human Services Analyst II positions within the Center on Homelessness.

    Note : This is a limited-term, at-will assignment. Limited term employees are assigned to assignments not to exceed three years. They receive medical and dental benefits, similar to regular employees, and a defined contribution retirement plan. This recruitment may be used to fill future limited term positions.

    Duties may include, but are not limited to, the following :

  • Collect, analyze and interpret various information, develop recommendations and present findings.
  • Write reports and grant proposals and make presentations to boards, committees and other groups.
  • Coordinate and conduct special events and projects.
  • Develop and maintain computer files and generate reports.
  • Develop grants and contracts with the State and other funding sources, including the negotiation of specific items in the agreement and budget preparation.
  • Provide technical programmatic and fiscal assistance to staff and subcontractors, including the development of policies and procedures and the training of staff.
  • Monitor and evaluate the performance of subcontractors, including budget analysis and field monitoring, to ensure conformance with performance goals and fiscal requirements.
  • Develop and implement policies and procedures for assigned programs.
  • Represent assigned programs and the Agency at various meetings and conferences and serve as the liaison with the state and other organizations.
  • Analyze legislation and develop policy and procedures for implementation by staff and subcontractors.
  • Provide work direction to support staff.
  • Perform related duties as assigned.
  • Knowledge of :

  • Principles and practices of public administration.
  • Principles and practices of the specific program area to which assigned.
  • Principles and practices of contract development, negotiation and monitoring.
  • Principles, practices and techniques of administrative and programmatic research and analysis.
  • Applicable federal, state and local laws, rules and regulations and County and program policies and guidelines.
  • Computer applications related to the work.
  • Office administrative practices and procedures, including records management and the operation of standard office equipment.
  • Skill / Ability to :

  • Develop and evaluate proposals and negotiate contracts and agreements.
  • Develop, monitor and analyze budgets and program performance.
  • Plan, coordinate and implement administrative and programmatic research and analysis.
  • Analyze, interpret and apply various regulations and requirements.
  • Train staff in work procedures and provide technical and programmatic assistance to staff and subcontractors.
  • Plan, coordinate and conduct special events and projects.
  • Establish and maintain effective working relationships with grantors, subcontractors, County staff, elected and appointed officials, the public and others.
  • Communicate effectively, both orally and in writing.
  • Compile and analyze data, draw sound conclusions and prepare and present effective reports.
  • Exercise sound independent judgment within general policy and regulatory guidelines.
  • Education and Experience : Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify for a Human Services Analyst II is two years of experience performing journey-level administrative and analytical duties in a human services or related agency.
