Job description

GENERAL SUMMARY

The Payroll Manager reports directly to the Director of Finance. The Payroll Manager is responsible for all tasks and responsibilities of the payroll department; payroll reporting and taxation functions; and ensuring the company is in compliance with applicable Federal and State payroll regulations and payroll laws.

FOUR DIAMOND SERVICE AGREEMENT

All Team Members will display a Four Diamond commitment to Guest Service through the delivery and maintenance of the Quality Standards established by Pechanga Resort Casino (PRC).

MANAGERIAL RESPONSIBILITIES :

  • Oversee and manage end-to-end processing of bi-weekly and on-demand payrolls for all employees (hourly, salaried and tipped).
  • Lead, develop, and motivate the payroll team to achieve departmental goals. Provide ongoing training to maintain proficiency in payroll systems and ensure the team remains updated on regulatory changes and best practices. Cross train Team Members to protect the payroll function from turnover.
  • Establish and enforce payroll policies, procedures and internal controls to guarantee the financial integrity of the payroll process.
  • Ensure current and accurate Standard Operating Procedures exist and are being regularly used.
  • Manage payroll for a diverse workforce with varied schedules, shift differentials and overtimes rules inherent in a 24 / 7 hospitality operation.
  • Must handle sensitive and confidential information with the utmost integrity
  • Excellent interpersonal and communication skills to collaborate effectively with HR, Finance, IT and Operations.
  • Ability to analyse complex pay transactions, identify discrepancies and implement effective solutions.

TECHNICAL RESPONSIBILITIES :

  • Ensure compliance with federal and state wage and hour laws, as well as tax and social security regulations.
  • Ensure accurate calculation and processing of tips, tokes and service charges in compliance with federal and state regulations and in compliance with the IRS TRDA agreement.
  • Ensure compliance with Pechanga Resort Casino Standard Operating Procedures and Pechanga Gaming Commission Minimum Internal Control Standards
  • Know and execute requirements of all common reporting, tax, tips, benefits, and retirement plan regulations, laws, and practices.
  • Proficient in Microsoft Outlook email, calendar, and task functions; Excel, and Word.
  • Proficient in Infor Cloudsuite payroll and HR modules or other large scale payroll systems.
  • Knowledge or ability to learn how to build data queries in Infor or similar systems.
  • Knowledge of payroll tax balancing and reporting.
  • Strong oral and written communication skills.
  • Recognize uncommon reporting, tax, tips, benefits, and retirement plan regulations, laws, practices and situations. Effectively and efficiently research requirements thereof. Execute the requirements or request professional and expert assistance.
  • Read, analyze, and interpret accounting, regulatory, financial, managerial, and legal instructions, journals, pronouncements, reports, training materials, and documents necessary to meet your responsibilities effectively and efficiently.
  • OTHER RESPONSIBILITIES :

    1. Safeguard assets of Pechanga Resort Casino.

    2. Ensure total confidentiality of all sensitive payroll data, records, and conversations.

    3. Other duties assigned.

    QUALIFICATIONS

    EDUCATION / EXPERIENCE / TRAINING : A Bachelor's degree in Accounting, Finance or a related field is preferred. 10 years' minimum in-house payroll experience with 5 years minimum payroll management experience. Experience in a large scale payroll operation including familiarity with hospitality field, tip reporting and tip compliance.

    CERTIFICATES, LICENSES, REGISTRATIONS :

  • Must be able to obtain a Class "A" gaming license.
  • Certified Payroll Professional preferred (CPP)
  • OTHER QUALIFICATIONS :

  • Bilingual is a plus.
