This position reports to the Information Technology (“IT”) Director or his or her designee. This position receives general direction and guidance from the IT Director; however, the individual must exercise discretion and independent judgment in performing their essential job functions outlined below.
Work involves, but is not limited to, the coordination and monitoring of the County’s information technology functions including the support of computer software applications; the County’s LAN / WAN network; computer hardware including PCs, printers, phones, security cameras, door access, physical and logical servers, firewalls, switches, and more; operating systems including Windows 11, various versions of Windows Server, IBM I, and hypervisors; Microsoft 365 application and services administration; our VoIP telephone system.
Work is performed according to County guidelines and policies; federal, state, and local laws; best practices; and software licensing agreements. Work is directed and reviewed by the IT Director.

In accordance with the Fair Labor Standards Act requirements, this position is classified as salaried exempt and as a computer professional.
This position is closely aligned with the IT Director and is not in the bargaining unit.
- ESSENTIAL JOB FUNCTIONS :
- Perform software installation, configuration, upgrades, and basic hardware repairs both onsite and using remote access software.
- Provide end user support by resolving functional issues and responding promptly when required.
- Assist in maintaining network user and email accounts.
- Maintain communication with the departments and agencies of the County with respect to their data and information technology needs.
- Assist with developing and maintaining queries, spreadsheets, and databases as needed.
- Assist with IBM iSeries operations including computer configuration, troubleshooting, problem resolution, and backups.
- Effectively communicate verbally and in writing with Lee County officials, Lee County employees, vendors, and diverse members of the public.
- Maintain familiarity with data security and information security laws and regulations, including data breach reporting requirements under Iowa and federal law.
- Keep current with federal and state mandated laws and operating regulations. Attend applicable job-related training, workshops, seminars, and events.
- Maintain confidential Lee County operations and employee information.
- Keep IT Director informed of work progress, including present and potential work problems.
- Perform all work related to the department as directed by the IT Director, including other duties as assigned.
- Attend work regularly and punctually at the designated place and time.
- PHYSICAL DEMANDS AND WORKING ENVIRONMENT :
Work is performed inside and outside an office setting requiring frequent verbal and written communications with others and requiring manual dexterity to operate office equipment. Work may require the employee to sit for extended periods of time, stand, bend, reach, and occasionally lift and carry items weighing up to 70 pounds.
Occasionally works irregular hours, weekends, and holidays as needed without additional compensation. Some travel may be required, including occasional overnight travel.
- APPLICANT PREREQUISITES :
- High school diploma or equivalent required, with postsecondary degree in PC Administration, Network Administration, Computer Science, Management Information Systems, or related field of study preferred. Professional certifications such as CompTIA A+, Network+, or CCNA are highly valuable to demonstrate proficiency and dedication.
- Strong understanding of Windows operating systems.
- Knowledge of network administration, troubleshooting, and security principles.
- Knowledge of Microsoft Windows Server operating systems installation and use, Microsoft 365 software installation and use.
- Proficient in hardware and software installation and maintenance of desktop and laptop computers, printers and related equipment.
- Knowledge of administration of email systems, user profiles, and security software.
- Familiarity of data security, data privacy, and information security laws and regulations, including data breach reporting requirements under Iowa and federal law, and general rules for HIPAA and CJIS compliance.
- Ability to read, understand, and apply County and state procedures.
- Flexibility in adjusting to changing circumstances, information, employee and customer needs.
- Ability to take initiative and work independently with little or no supervision. High level of integrity and ability to maintain confidentiality. Must be reliable, responsible, and dependable in fulfilling obligations.
- Ability to organize, plan, and prioritize work. Must possess problem-solving skills and analytical skills in gathering and analyzing data.
- Ability to work under pressure, with time constraints, and within deadlines.
- Ability to effectively communicate and present information and respond to Lee County officials, Lee County employees, and diverse members of the general public.
- Ability to prepare written or verbal reports, general correspondence, and lists. Must be meticulous in documentation related to tickets, tasks, projects, and more.
- Ability to develop and maintain effective working relationships with coworkers, officials and employees in other Lee County departments, the public, other government entities, and other external sources.
- Understand and practice safe work habits in the office and in the field.
- Ability to obtain and maintain a valid driver's license and is insurable under Lee County's vehicle insurance program.
- Experience with help desk ticketing and / or asset management systems is preferred.
