Why does the job exist?
This position will be responsible for auditing, managing and processing budget and financial transactions for the Administrative Services Division (ASD) - Protective Services Division (PSD). This position will be responsible for working with program staff to manage budget, grants and accounting transaction. This position will meet with program staff, purchasing staff, AP staff, grant staff as well as leadership to ensure all financial transactions are processed with State and Federal statute, regulations and guidelines as well as State of NM Manual Accounting Practices (MAPs).
How does it get done?
50% - Budget Management
Responsible for day-to-day budget management to include sufficient budget is available for allowable expenses and revenue materialization.
35% - Accounting & Fiscal Management
Responsible for maintaining budget projections and monitoring burn rates. Work closely with purchasing and accounts payable to ensure POs are generated, invoices are paid accurately and timely. Audit payroll to ensure staff are paid as budgeted and follow up with program staff on vacant positions to ensure hiring actions are moving through the process. Assist with annual financial audit, end of year closing, new fiscal year opening and development of operating budget.
10% - Manage Falling Colors Expenditure Document
Responsible to ensure contract allowabilties / deliverables are met. Attend meetings discussing budget needs, review and approve budget allowabilities, review invoices and work with program staff to validate.
5% - Grant Management
Responsible to work with program staff and grant staff to ensure federal grants are maximized and all expenditures are accurately recorded in SHARE financials. Complete grant reconciliations monthly / quarterly.
Who are the customers?
This position provides budget and finance oversite and collaboration with both internal and external entities to include CYFD programs, Department of Finance, Legislative Finance Committee, external auditors and well as CYFD management and executive staff.
Ideal Candidate
Experience in NM state procurement code, purchasing and accounts payable.
Experience using SHARE finanicals.
Experience forcasting - projecting expenses and revenues.
Experience monitoring complex budgets to include federal grants.
Experience preparing for and assisting in presenting fiscal and budget reports to large groups.
Minimum Qualification
Bachelor's degree in finance, accounting, economics, or business administration and four (4) years of directly related experience in budgeting, accounting, and / or auditing. Any combination of education from an accredited college or university in a related field and / or direct experience in this occupation totaling eight (8) years may substitute for the required education and experience. For use at the State Investment Council only : any budgeting, accounting, and / or auditing experience is acceptable.
Employment Requirements
Must possess and maintain a valid Driver's License. Pre-employment background investigation is required and is conditional pending results.
Working Conditions
Work is performed in an office setting with exposure to visual / video display terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, walking, bending and reaching may be required. Must be able to lift 25 lbs. Some travel for staff meetings and training will be required.
