Procurement Engineering Manager

We're hiring a Procurement Engineering Manager to direct and manage a procurement engineering organization responsible for generation of commercial grade dedication (CGD) plans, seismic and environmental qualification plans, and receipt inspection activities for items procured in support of Chrysalis construction, a first-of-a-kind medical isotope facility located in Janesville, WI. The Procurement Manager will lead the development, review, approval, and execution of commercial grade dedication plans, seismic qualification plans, and environmental qualification plans. This role is all about ownership, leadership, and making a direct impact from day one.
What You'll Be Doing :
- Manage procurement engineering staff, including making hiring decisions.
- Mentor staff on qualification processes for commercial items.
- Mentor staff on receipt inspection activities as part of quality receipt inspector (QRI) certification process.
- Ensure compliance with applicable regulations, procedures, and specifications during dedication and receipt inspection activities.
- Interface with Project Controls organization to develop and execute schedule activities for dedication, qualification, and receipt inspection activities to support Construction.
- Interface with Engineering, Commercial Grade Dedication Lab, and Supply Chain groups early in the procurement process to determine procurement strategies.
- Interface with Engineering organization to identify safety functions of items.
- Interface with Commercial Grade Dedication Lab Supervisor on testing activities.
- Lead the development, review, approval, and execution of commercial grade dedication plans, seismic qualification plans, and environmental qualification plans.
- Lead receipt inspection processes for items purchased for safety-related and non-safety-related applications.
- Provide dispositions to Over, Short, Damage, and Discrepant (OSDD) reports, as required.
- Develop and maintain group budget for procurement engineering costs.
- Develop and update procurement engineering schedule, maintaining a detailed and high-integrity plan to accurately predict milestones and resource loading.
- Monitor for early warning signs related to schedule slips and shifts resources to keep projects on schedule.
What We're Looking For :
Bachelor's Degree. Sr. Level, 10-15 years preferred, experience with Commercial Grade Dedication (CGD) lab experience.Nuclear experience preferred, however, the right individual with very strong CDG lab experience and leadership experience from another highly-regulated industry may also be considered.7+ years of relevant engineering experience in procurement, quality assurance, or technical project managementpreferably in nuclear, medical isotope, or other regulated industry.Experience in equipment qualification.Prior experience managing engineering teams or direct reports, with strong mentoring and leadership capabilities.Demonstrated expertise in Commercial Grade Dedication (CGD) planning, execution, and documentation within a nuclear or highly regulated environment.Solid knowledge of seismic and environmental qualification processes for critical safety-related equipment and materials.Hands-on experience with receipt inspection activities and Quality Receipt Inspector (QRI) certification process.Proven ability to interface and collaborate with multidisciplinary teams, including Project Controls, Supply Chain, Engineering, and Lab personnel.Excellent planning, scheduling, and budgeting skills; ability to manage group budgets and develop resource-loaded project schedules.Strong analytical skills and attention to detail for monitoring project milestones, identifying hazards, and proactively correcting schedule slips.Effective communicator, able to provide clear direction, technical guidance, and dispositions for Over, Short, Damage, and Discrepant (OSDD) reports.Demonstrated commitment to safety, compliance, integrity, and continuous improvement.Experience in commercial grade dedication (EPRI NP5652 preferred. Understanding of ASME NQA-1 requirements preferred).Understanding of nuclear facility principles and operation preferred.Thorough understanding of NRC, ANSI, IEEE, EPRI, and other regulatory standards related to nuclear facility procurement, dedication, and inspection preferred.
