Overview
The New York State Department of Financial Services seeks a Senior Attorney, SG-25. The Department aims to build an equitable, transparent, and resilient financial system that benefits individuals and supports business, through engagement, data-driven regulation and policy, and operational excellence.
Responsibilities
- Provides policy and guidance regarding DFS's Cybersecurity Regulation.
- Addresses cybersecurity and privacy issues arising from DFS's supervision and examinations of the financial services industry.
- Assists the Cybersecurity Incident Investigation Unit with cyber incident notification follow-up and response.
- Works with Cybersecurity Intelligence personnel regarding cybersecurity threats to, and incidents at, DFS-regulated entities.
- Participates in external engagement with stakeholders such as regulated entities, in coordination with the Cybersecurity Division leadership.
- Conducts legal research and prepares draft memoranda of law and / or reports.
- Drafts regulatory revisions, industry alerts, advisories, guidance, and other content as needed such as for the Cybersecurity Resource Center.
- Provides updates to the Assistant Deputy Superintendent and Deputy Superintendents for Cybersecurity and other senior staff.
- Oversees the work of more junior staff, fellows, interns, and paralegals.
- Prepares materials regarding cybersecurity regulations and enforcement for all business units at DFS.
- Tracks cyber-related laws and matters in NY, nationally, and internationally.
- Assists with enforcement actions as needed.
- Other duties as assigned.
Qualifications
Minimum QualificationsSenior Attorney SG-25 : One year as an Assistant Attorney 3 or admission to the NYS Bar and two years of subsequent professional legal experience. Assistant Attorney 3 SG-22 : One year as Assistant Attorney 2 or admission to the NYS Bar and one year of subsequent professional legal experience. Assistant Attorney 2 SG-20 : Admission to NYS Bar. Assistant Attorney 1 SG-18 : Law School Graduation (or other eligibility to take the NYS Bar Examination). Note : If you are appointed as an Assistant Attorney 1, you will be automatically advanced to Assistant Attorney 2 upon admission to the New York State Bar. If you are not admitted to the New York State Bar within two years of appointment, your appointment will be terminated.
The Traineeship and career progression : If you are appointed to one of the entry levels of the Attorney Traineeship, you will normally be advanced after each twelve months of satisfactory service to the next higher title, with performance-based salary progression; early advancement to Senior Attorney may be possible under certain conditions.Preferred QualificationsExperience in cybersecurity. Data analysis experience. Knowledge of information technology (IT) and IT security concepts.
