Purpose of Position

Under limited direction, directly performs complex and accurate personnel budgeting, tracking, and projections. Maintains the Position Control system ensuring an accurate staffing complement by making ongoing updates to reflect changes in personnel, account codes, and funding sources. Leads the annual process of the development of the personnel budget including projecting enrollment and aligning personnel allocations. Maintains ongoing collaboration between the Department of Human Resources and the Business Office. Serves as a back up for all other accounting positions in the Business Office.

Essential Duties and Responsibilities :

  • Provides high level accounting and budget support all personnel costs.
  • Responsible for the maintenance and accuracy of the Position Control module. Verifies position availability prior to any postings. Make updates to reflect staffing changes, budgetary account code updates, and changes in funding sources.
  • Prepares journal entries, assists with general ledger operations, monthly closings and preparation of monthly financial statements. Reviews monthly financial reports; compiles data and drafts analysis of revenues and expenditures and assists with year-end closings. Assist with financial projections, cash requirements and fundsavailable, pre-audit reviews and audits of accounts and records within the limitations of compliance of Districtpolicy and legal restrictions. Assists with preparation and coordination of audits.
  • Supports the negotiation process through the development of the official staff of record, costing out proposals, and projecting future costs.
  • Leads the personnel budget development process through accurate projections of staffing allocations and costs. Utilizes various data sources, including student enrollment, to develop a staffing mechanism for the various school-based positions. Does periodic reviews of data to ensure appropriate staffing alignment. Collaborate withHR to provide budget data that HR will use to staff the allocated positions.
  • Tracks personnel costs for all grant programs and does require Journal Entries to comply with grant requirements. Performs period reviews of payroll to ensure proper coding of personnel costs.
  • Prepares required workpapers for audits and monitoring visits
  • Cross trains on all other accounting functions and serves as a back up to others within the Business Office.
  • Accurately calculates the liability for uncompensated absences in compliance with GASB
  • Researches complex problems through conclusion. Works with appropriate staff to assure resolution of all such problems.
  • Monitors overtime and sends out monthly reports to budget owners.
  • Establishes or maintains appropriate electronic and hard copy filing systems, in accordance with standardized records management procedures and so as to facilitate retrieval and access. Maintains classified or confidential materials in accordance with security procedures; and transfers and discards files in accordance with established business procedures and schedules. Complies with security procedures for both classified and unclassified materials; retrieves filed documents and materials; and transfers and discards files in accordance with established business procedures and schedules
  • Maintains confidentiality with all sensitive information including financial, personnel and student population related records and complies with requirements of federal and state law and regulations and Intermediate Unit policies and administrative procedures.
  • Provides records for the annual budget as requested.

Minimum Training and Experience Required to Perform Essential Job Functions :

  • Bachelors Degree in Business Administration, Accounting, Finance or Public Administration with at least 24 credits in academic accounting courses required
  • CPA preferred
  • Business / Financial Background - minimum 3-5 years required; and relative experience with public school business and administrative functions preferred.
