Job Description

This is a hybrid position based at BAE Systems Combat Mission Systems (CMS) offices in York, PA or Minneapolis, MN or Sterling Heights, MI or Phoenix, AZ and supports execution of the contract management role & responsibilities across the business portfolio.

Support and occasionally lead a team of Contracts personnel within a Business Area(s). The position may require leading complex contracting assignments or specializing in one or more areas of contracting.

Develop and maintain professional and dependable relationships with both internal and external customers.

  • Act as a lead in bid / proposal efforts, and the negotiation and management of contracts to assure compliance with company policies and procedures.
  • May serve as lead instructor of a training program.
  • Maintains an in-depth knowledge and working understanding of the Government Acquisition and Procurement environment, BAE Systems and functional Contracts Department policies and procedures, commercial contracting methods, export FAR / DFARS and other government regulations.
  • Member of proposal teams.
  • Provides analysis of solicitations, assure that bid / proposals are prepared and presented in a manner so as to afford the Company the greatest opportunity to obtain the contract award while minimizing associated liabilities and risk, support independent proposal reviews (Red Teams, Phase Reviews).

May participate as an assessor in the Phase Review Process.

  • Establishes and manages negotiation strategies and financial requirements, perform business risk assessment and recommend mitigation plans, conduct negotiation of contracts requiring a high degree of negotiation expertise, execute proposals and contracts to the threshold delegated.
  • Prepares contract summaries, and provide management with complete, current and accurate data by reporting progress on contract activity, together with recommendations for management action / decision.
  • Fosters and maintains sound and reliable relationships with counterparts in customer organizations.
  • Demonstrates specialized knowledge in an area of contracting such as, but not limited to international contracting, certain contracts types, commercial contracting, joint ventures, strategic alliances and intellectual property.
  • Contributes to the development of new concepts, techniques, and standards, provide market intelligence and development of market strategies for the business organization and the Contracts function, provide input for the overall objectives and goals for the organization for the business organization and the Contracts function.
  • Works with Program personnel and other Company functions as required on tasks which routinely impact quality, timeliness of results, planning and revenues or budget.

Frequently sets policies and procedures. Interfaces regularly providing advice and counsel on contractual and business matters to senior management at the assigned Business Area, Sector or Company level.

Frequently has outside contact with Customers at higher levels or with persons of influence. Must be a skilled communicator who influences and shapes the image of a complex Business arrangement.

This is a hybrid position where you will be expected to be in the office 3 days a week.

Required Education, Experience, & Skills

Bachelor's degree and 6+ years relevant experience required

Major defense article acquisition and production contracting experience

Highly developed critical thinking and communication skills with ability to influence and shape favorable business outcomes.

Excellent communication, presentation, team-building and leadership skills, with the ability to perform in a complex cross-functional business environment.

Excellent writing skills is a must, with the ability to write clear and concise reports, business correspondence, and policies / procedures.

Ability to effect and manage change (both organizational and contractual).

Cost type and Fixed Price Contract experience

Functional knowledge of FAR / DFARS regulations

Experience with complex contracts and proposal preparation and execution

Ability to interact professionally and effectively at all levels of the organization

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, solicitations / RFPs, or governmental regulations.

Strong business acumen and experienced in risk management.

Pay Information

Full-Time Salary Range : $87700 - $149100

Please note : This range is based on our market pay structures. However, individual salaries are determined by a variety of factors including, but not limited to : business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
