Job description

Program Coordinator

The City of Bellflower is recruiting for two part-time Program Coordinator positions to join the City's dynamic Parks and Recreation team. Under general direction, the Program Coordinators will assist with planning, managing, and overseeing programming at The Oak Center, Bellflower's future multi-generational community center serving teens and senior citizens. The facility is currently under construction and is anticipated to open in late 2026. Leading up to the opening of the facility, the incoming Program Coordinators will assist with developing all teen and senior programming that will be scheduled at the facility and offering some programming at other locations until The Oak Center opens. The Program Coordinator will provide staff support to a program, division, or department; to conduct studies, research and analysis of administrative and management concerns; to implement, coordinate, and assist with special events; and to create and implement new or revised systems and procedures.

Receives general supervision from a Recreation Supervisor. Exercises technical and functional supervision over and provides training to lower-level staff, volunteer recreation staff, and contract instructors. This is a specialized level in the class series. Incumbents in this class are assigned responsibility of a specialized program or division.

Examples Of Duties

Provide staff support to assigned program(s) and / or facilities within a division or department including coordinating and organizing the associated services, activities, and special events; recommend organizational or procedural changes affecting support activities; recommend improvements in work methods, techniques, systems, and equipment.

Conduct, coordinate, supervise, and monitor special projects, assignments, and activities; collect, survey, compile, and analyze information from various sources on a variety of issues related to program(s) in assigned area; write reports which present and interpret data; identify alternatives; make and justify recommendations.

Serve as primary resource for information regarding policies, procedures, objectives, and operational functions of assigned area(s); interpret department regulations, policies, and procedures; make decisions requiring specialized knowledge of department programs, practices and operations.

Handle inquiries on the telephone and in person; answer questions and provide information where judgment, knowledge, and interpretation are called for; resolve complaints and refer callers to appropriate source as necessary.

Perform a variety of administrative duties for professional and management staff; respond to routine letters and general correspondence; compose letters, memoranda, and reports pertaining to standard policies and operations; represent management / program at meetings with other divisions, departments, outside agencies, and the general public, as assigned.

Coordinate assigned special events, programs, facilities, services, and activities with other programs, divisions, departments, outside agencies / organizations, the public, and government officials to enhance the effectiveness of assigned area(s).

Monitor and balance various accounts, verifying availability of funds and classification of expenditures.

Initiate and maintain a variety of resource materials, files, and records related to assigned program(s); maintain control files on matters in progress; maintain and update resource materials.

Monitor and assist in the preparation of assigned budget(s) including recommending expenditures for designated accounts and monitoring approved budget accounts; review financial condition of assigned program(s) and recommend / initiate corrective action to ensure financial integrity.

Perform related duties as assigned.

Typical Qualifications

Knowledge of :

  • Organizational structure of the City as it relates to programs, facilities, activities, and functions of assigned area(s).
  • Departmental policies, practices, and procedures.
  • Pertinent Federal, State, and local laws, codes, and regulations including administrative and departmental policies and procedures.
  • Organization and management practices as applied to the analysis and evaluation of programs, policies, and operational needs.
  • Methods and techniques of statistical and administrative data collection and report preparation.
  • Principles of public and / or business administration.
  • Terms and acronyms commonly used in the department.
  • Management information systems and software programs used in the assigned area.
  • Safe driving principles and practices.

Ability to :

  • Understand the organization and operation of the City and of outside agencies as necessary to assume assigned responsibilities.
  • Develop and implement diverse and engaging programs for both teens and senior citizens.
  • Communicate and interact with both teens and senior citizens, as well as collaborate with other team members and stakeholders.
  • Plan, organize and coordinate special events that resonate with both teen and senior citizen communities.
  • Bring innovative ideas for programs that enhance the overall experience of The Oak Center's visitors considering the preferences of both age groups.
  • Supervise staff effectively, recruit, train, and evaluate staff.
  • Analyze information / situations, project consequences of proposed actions, formulate alternative solutions, and make appropriate responses or recommendations.
  • Read, interpret, apply, and explain pertinent laws, statues, codes, regulations, and standards including administrative and departmental policies and procedures.
  • Research, compile, tabulate, analyze, and interpret data and information.
  • Perform statistical analysis and other analytical methods and techniques.
  • Work cooperatively with other department, divisions, outside agencies and boards, elected officials, management, and the general public.
  • Write correspondence, memoranda, administrative summaries, reports, and other documents.
  • Maintain confidential data and information.
  • Plan and organize work to meet schedules and timelines.
  • Communicate clearly and concisely, both orally and in writing.
  • Establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work.
  • Operate a motor vehicle safely
  • Operate modern office equipment including computer equipment and software.
  • Experience : Two years of increasingly responsible administrative support experience specifically working with teens and / or senior citizens in the assigned area. Supervisory experience is highly desirable.

    Education : Equivalent to a high school diploma supplemented by two years of college level course work in recreation, business or public administration or a related field. Licenses and Certifications : Possession of a valid California Driver License. Possession or ability to obtain, First Aid and CPR certificates within three months of employment.

    Supplemental Information

    Must possess mobility to work in a standard office and / or recreational facility setting and use standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, climb, and walk on uneven surfaces to participate in recreational activities; and push and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push and pull materials and objects weighing up to 50 pounds and the ability to travel to different sites and locations and be available for irregular work schedule. Environmental Elements Employees may work in the field and are occasionally exposed to loud noise levels, cold and / or hot temperatures, vibration, confining workspace, chemicals, mechanical and / or electrical hazards. Incumbents may be exposed to blood and body fluids rendering First Aid and CPR are required to wear appropriate attire for the recreation activity to which they are assigned. Employees may interact with upset staff and / or public and private representatives in interpreting and enforcing departmental policies and procedures.
