Job Summary : Candidate Must Be US Citizen (due to contractual / access requirements) Candidates residing within a 50-mile radius of a Highmark office (Pittsburgh or Mechanicsburg) are required to work on-site Tuesday, Wednesday, and Thursday. Remote work is available for candidates located beyond this 50-mile radius.
The manager overseeing Scrum Masters, the Product Owner Center of Excellence (PO CoE), and Agile Transformation at Highmark is expected to strategically align agile initiatives with business goals, articulate the agile vision, and develop roadmaps for organizational agile maturity. This role involves managing and developing people within the Scrum Master and PO CoE teams through coaching, performance management, and fostering collaboration. The manager provides oversight for Scrum Masters, empowering them, promoting best practices, and analyzing team metrics. For the PO CoE, the manager leads in defining best practices, overseeing training, facilitating communities of practice, and establishing tooling standards. Critical to the role is leading the Agile Transformation, including strategic planning, change management, stakeholder engagement, tracking transformation metrics, and fostering continuous improvement. Lastly, the manager is responsible for removing organizational impediments, resolving conflicts, and managing budgets for agile-related resources. Ultimately, this position requires a strategic leader, a skilled people manager, and a dedicated advocate for agile principles and practices at Highmark.
Essential Responsibilities
Education
Required : Bachelor's degree in Information Technology or related field
Substitutions : 6 years of experience specific to the Dental Solutions Application Portfolio (e.g., Concordia Claims Processing & RENO, Portal applications, UCD billing, etc.) may be substituted for the Bachelor's degree (in addition to other required experience)
Preferred : Master's Degree
Experience
Required : 7 - 10 years of experience in Information Technology + 2 - 3 years of experience in a leadership position + Must be a U.S. Citizen
Preferred : Management experience in employee development plans, performance evaluations, and goals development + Experience in budget administration and process improvement. + Knowledge and experience in developing strategic plans + Demonstrated competency in the execution of multiple projects, including managing resources across multiple projects to meet goals
Licenses and Certifications
Required : None
Preferred : SAFe Program Consultant (SPC) + Professional Scrum Master II (PSMII) + Certified Scrum Master
Skills
Knowledge of company's business practices and direction as well as familiarity with the company's products and resources + Knowledge of the assigned business unit / area's direction and practices + This position is required to comply with all Highmark Corporate Policies and IT Procedures, Standards and Strategies
