Location of position This position will be primarily located at the Frederick Campus, but applicants must be willing to work at both the Frederick and Columbia Campuses. Main Purpose of Job

The Chief Financial and Operating Officer (CFO / COO) provides executive leadership and oversight of all fiscal and operational functions at the Maryland School for the Deaf, ensuring sound financial stewardship of the agency’s budget and efficient management of school resources across both campuses. This role directs and coordinates all fiscal operations, develops and presents the operating and capital budgets to the Board of Trustees, and represents the school before the Department of Budget and Management (DBM), the General Assembly, and other state agencies. The CFO / COO also oversees capital projects, procurement, IT services, grant compliance, as well as the oversight of administrative team managing operational support services including maintenance, housekeeping, dietary, stormwater management, fleet operations, and facility safety, ensuring compliance with state, federal, and licensing requirements. In addition, the position supports labor negotiations, supervises key administrative departments, and serves as ADA Coordinator to maintain accessibility across both campuses. By integrating financial management, operational oversight, and compliance responsibilities, this role is central to advancing MSD’s mission and sustaining a safe, efficient, and future-focused learning environment for students, staff, and the broader community.

Responsibilities

  • Directs and coordinates all fiscal operations for the agency’s budget, including developing operating budget and related documentation for Board of Trustees approval.
  • Represent the school at DBM and General Assembly Operating Budget hearings; coordinate school testimony for hearings; develop school forecast.
  • Supervise fiscal administrators on fiscal operations; review and update the faculty pay plan every three years and submit for approval to the Board of Trustees.
  • Represent the agency before state fiscal and budget control agencies including DBM, GAD, State Treasurer’s Office, MSDE and DGS.
  • Create the school’s Master Plan for both campuses in conjunction with MSD community input; develop Capital budget request; calculate cost estimate worksheets and related documentation.
  • Represent the school at DBM and the General Assembly Capital Budget Hearings; coordinate school testimony for hearings.
  • Serve as agency Project Manager for all projects on both campuses; work with DBM for RFP submissions for large projects; engage with the community for input / feedback on design of new learning spaces; participate in architect design development committee; facilitate design meetings with MSD staff and design consultants; attend engineering and city / historical committee hearings as necessary; facilitate problem resolutions for these projects.
  • Support the Deputy Operating Officer in overseeing stormwater management for both campuses to stay in compliance with the stormwater permit.
  • Serve as the agency’s Financial Management Information Security coordinator and plan / oversee implementation of system modules; serve as Functional Security Officer for financial modules; review security for internal controls.
  • Supervise IT department operations including compliance with state cybersecurity laws and Child Safety Act rules for computer use and supervision of internet use by employees.
  • Support the Deputy Operating Officer in oversight of support service functions of the Frederick and Columbia Campus maintenance, housekeeping and food service departments; develop long-range plans and maintain a safe, clean environment; respond to emergencies.
  • Supervise Procurement; oversee and approve large purchases and contracts for educational equipment; review and approve equipment needs for maintenance to upgrade or repair buildings and grounds.
  • Monitor the School’s federal grants (e.g., Part B medical assistance and Child Nutrition Program) for compliance; represent the school to control agencies; conduct internal audits; attend regional meetings; oversee revenue collection.
  • Assist the Deputy Operating Officer in financial and physical plant needs for the Residential Life License from DHMH (including pool, food service, RCYCP staff and medical providers).
  • Represent the school in annual AFT contract negotiations and with DBM during MOU discussions with other unions.
  • ADA Coordinator for both campuses to develop projects and funding to bring all buildings into compliance and address student and staff issues.
  • Negotiate land sales or other requests with private, county, and / or city organizations as needed to facilitate the best possible outcome for the agency.
  • Assist the Deputy Operating Officer in fleet management for both campuses; review accident investigations, motor vehicle records and Driver Improvement Training; coordinate the purchase of new vehicles and disposal of old vehicles; evaluate ROI of repairs.
  • Responsible for acquisition and maintenance of card key system for both campuses.
  • Other duties as assigned.

Minimum Qualifications

Education : Bachelor’s degree from an accredited institution in accounting, business administration, public administration, finance or a related field.

Experience : Seven years of progressively responsible management experience in financial administration, budgeting, or operations.

Desired or Preferred Qualifications

  • Knowledge of or willingness to learn American Sign Language.
  • Master’s degree in accounting, finance, business administration, or public administration.
  • Certified Public Accountant (CPA) or other relevant professional certification.
  • Experience working within state government or public sector financial systems, including knowledge of state budgeting processes and fiscal controls.
  • Demonstrated experience overseeing capital projects, facilities operations, and / or large-scale procurement.
  • Proven track record developing and managing multi-million-dollar budgets in a complex organization.
  • Strong knowledge of applicable laws, regulations, and compliance requirements related to finance, procurement, and operations.
